Thomas Ott, 6034 Allbrook Circle, said he lives on the east side of 680 and his back yard
is eight feet from Stoneridge Drive. He is concerned about noise, vibrations from trucks, and
soot from diesel trucks. If Stoneridge is widened, he was concerned about impacts on his
property. The noise is already three times what it was when he bought his home. There is so
much concern about environmental impacts on lizards and birds, but we forget about our
citizens. It's getting almost intolerable to use his back yard. He bought his house because of the
lot size realizing there would be traffic noise. There is no longer a benefit from that. Widening
Stoneridge would have a very negative impact on his home and he felt there were other
alternatives. He supported some improvements at West Las Positas. He felt much of the traffic
was due to people using Pleasanton as a shortcut from 580 to 680. He believed the traffic signals
could be adjusted to make it longer for those using Stoneridge as a shortcut. He agreed more
studies are needed and the residents of the town should be considered. He believed the new
business park should have allowed for room to widen Stoneridge so the residents would not be
impacted. He felt a greenbelt should have been put in behind his home to buffer it from the
noise, etc. He felt the citizens don't seem to count. He wanted further studies and public input
and he urged impacts to be on businesses, not the residents.

Sandeep Duggal, 8019 Jorgensen Lane, related an incident on Foothill Road and a
conversation he had with the driver of a car that nearly hit him and his daughter. The driver said
the quickest route to get to the freeway was to use Foothill Road. He felt there were two sides of
the story. There is the vehicle miles traveled and there are the neighborhood issues and safety
concerns. He was concerned about expanding Stoneridge to eight lanes such as occur in Silicon
Valley. He did not think the current process has collected all the valuable perspectives
adequately. He believed that should be done before a decision is made. He felt an extra $1
million spend on a project of $100 million is probably worth it. If emotion rules, the decisions
will be exclusionary. He strongly urged getting more studies done.

Phil Sayre, 3644 Glacier Court North, said he is the alternate member from the Valley
Trails area. He felt the issue is safety and related his experiences getting his children to school
with the existing traffic. He was against the interchange even though he felt bad for the people
who live near Stoneridge. He believed the interchange was not for the residents of Pleasanton, it
was for the traffic on Stoneridge going north. That is the Level of Service that is unacceptable.
He suggested speed bumps to stop cut through traffic near Donlon. Some traffic on 680 may be
from San Jose going to Hacienda Business Park and some may be commuters going home to
Tracy that want to cut through. There will be a rude awakening when they hit Santa Rita. If you
look at an aerial view of Pleasanton, most of the traffic is trying to go around us. There are bad
areas near Bernal that will be affected if West Las Positas isn't built. He suggested that West
Las Positas only be an on ramp to north 680 and to south 680. That way there would be less
danger from traffic coming off the freeway and going into residential areas. There was
discussion about staggering work times and Hart Middle School staggered the school time
because it was in the middle of a business park. There are timing issues to be considered. He
agreed more study is necessary. He did not support Plan C and agreed with the minority report
because he is concerned that this is going forward. When the NEPA/CEQA documents are
completed we are that much closer to expanding Stoneridge, which they don't want, to building
the interchange, which we don't want. He felt it will change the quality of life in Pleasanton by
allowing the traffic off the freeway at West Las Positas. People will always cut through when

Pleasanton City Council 23 05/07/02
Minutes
