they think it is faster. He did not know what the interchange would look like if it is finally built, <br />but he believed there would be two lanes in both directions with lots of traffic lights and still the <br />elementary school children on Donlon will be affected, plus the four other residential areas. He <br />was against the West Las Positas interchange because of safety issues. <br /> <br /> Laud Fehlberg, 5149 Willowview Court, was unable to stay for the meeting, but <br />presented a letter for the record. On behalf of the Stoneridge Townhomes Board of Directors, <br />she expressed opposition to any proposed widening of Stoneridge Drive. She expressed her <br />belief that the language in the last General Plan update calls for a citizen advisory committee to <br />recommend whether or not the interchange at West Las Positas and 1-680 is needed and felt it did <br />not charge the committee with finding an alternative. She believed the citizens committee had <br />been slanted to make sure the interchange is never built. There were no representatives of the <br />Stoneridge neighborhoods on the committee and even though representatives attended meetings <br />and voiced opinions against widening Stoneridge, they were ignored. She did not feel the <br />committee represents a consensus of the community. She further expressed concern about <br />increased cut-through traffic if Stoneridge is widened. She was also concerned about possible <br />removal of the landscape buffer that exists along Stoneridge. She indicated she was the senior <br />architect/planner for one of the East Bay's largest architecture and planning finns. She <br />specialized in the design and entitlement of large scale master planned communities. She <br />believed the 1964 General Plan did a very good job of anticipating the access needs of this <br />community with respect to the growth of 680. The combination of the Bernal, proposed West <br />Las Positas and Stoneridge interchanges do a good job of serving our town. Without the center <br />link however, she felt the neighborhoods would be overburdened with more than their fair share <br />of traffic. She supported building the West Las Positas interchange, especially since a good <br />portion of the funding is already in place. She believed Stoneridge Drive is fully built out and <br />asked that no further impacts are channeled there. <br /> <br />There were no further speakers. <br /> <br /> Ms. Michelotti asked Jeff Knowles about the recommendation to go forward with both <br />the studies for West Las Positas and Stoneridge Drive widening (Plans A and C). She asked if <br />both need to be studied because of the interrelation of improvements that need to be done. <br /> <br />Mr. Pico felt that was an answer that could be provided at the next meeting. <br /> <br /> Ms. Ayala felt there was information she needed before going on with this process. She <br />asked when the baseline traffic report would be before Council. In addition, the East Pleasanton <br />Traffic Study will rely on the information from that report and cannot come to Council until the <br />baseline report is done. She wants all the pieces before she can make a decision. The third piece <br />of information she wanted was a description of the potential funding mechanisms. If there is no <br />money, we can argue and do studies year after year. <br /> <br /> Ms. Dennis said the CEQA process takes months and months, sometimes years.
