Ms. Ayala referred to the Specific Plan which requires annual updates for the cost of <br />parking spaces. She asked if the $8,000 per space was sufficient. <br /> <br /> Mr. Swirl said that was the estimate based on the last appraisal. The other option Council <br />has is to modify the agreement to require payment of the fee as established by an updated <br />appraisal. The cost of constructing a parking lot has not changed much, so it is only the land <br />value that would have changed. <br /> <br />Mr. Campbell asked what kind of business would be at this site. <br /> <br /> Mr. Swil~ said it was office use for real estate related businesses operated by the Raneys. <br />There is a restriction in the agreement that if the use changes to a more parking intensive use <br />within five years, then additional fees would be owed. <br /> <br /> Mr. Campbell asked if there were more employees than parking spaces, could Council <br />mandate that the employees not park on Main Street? <br /> <br /> Mr. Swift said there are policies in the Downtown Specific Plan that speak directly to that <br />topic. Staff would work closely with the Downtown Association to develop a program for <br />employee parking that does not use the limited term parking on Main Street or some side street <br />spaces. <br /> <br />Mayor Pico asked if the building were already approved. <br /> <br /> Mr. Swirl said it was and the only issue is the In Lieu Parking Agreement. If this <br />agreement is not approved, then the building will have to be made smaller. <br /> <br />Mayor Pico declared the public hearing open. <br /> <br /> Charles Huff, 30 West Neal Street, indicated the occupants will be Jerry and Laura <br />Raney, who each have their own businesses. Mr. Raney is an insurance agent and Mrs. Raney <br />has a real estate office. He explained that of the 900 sq. fi. addition, 400 sq. fl. is for an elevator <br />to the second floor. He believed the building was appropriate for the site and they have followed <br />the downtown guidelines. <br /> <br /> Ms. Ayala said a letter had been received that stated that if employees are using the <br />parking lot, where are the customers parking? <br /> <br /> Mr. Huff indicated that instructions would be given to employees as to where designated <br />parking would be. <br /> <br />Ms. Michelotti asked about joining this property's parking lot with another parking lot. <br /> <br />Pleasanton City Council 27 07/16/02 <br />Minutes <br /> <br /> <br />
