before they actually bought the house, they inquired from the Planning Department if it was <br />possible to construct the addition. They have met all zoning requirements and design guidelines. <br />Dr. Myers has a two-story home, a swimming pool, and is on an elevated lot. He did not believe <br />the addition would impact Dr. Myers significantly. He said he started his application process in <br />March and has gone through three appeal processes with no real legal issues being raised. He <br />has tried to do whatever it takes to complete the project. They offered to put in obscure <br />windows, to plant more trees on both sides of the fence, and none of that has met with favor by <br />Dr. Myers. If Council approves the addition including the obscure windows, they would accept <br />it. However, he felt there could be safety issues if he or his wife could not see the children <br />playing in the back yard or if there were a fire and the fireman could not see if there were <br />children in the bedroom. <br /> <br /> Tim Sweeney, 4452 Sierrawood Lane, indicated he lives next door to Mr. Sevem and <br />fully supported his plan. The neighborhood is predominantly two stories and he has never had a <br />problem with two-story houses next to him. He believed the Severn plan is well thought out and <br />will enhance the neighborhood. He believed that eventually Dr. Myers will realize it is a good <br />project and will help the neighborhood. <br /> <br />There were no other speakers, and the public hearing was closed. <br /> <br /> Ms. Michelotti said she visited the site and felt the distance between the Severn house <br />and the other house was great enough that it did not need the obscure windows. There is also a <br />tree that blocks the view. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, to adopt Resolution No. <br />02-087, denying the appeal (PAP-33) and approving the construction of an approximately <br />1,011 sq. ft. first- and second-floor addition to the existing single-story home located at <br />4464 Sierrawood Lane and to remove the condition for obscure windows in the bedrooms. <br /> <br /> Mr. Campbell felt the addition was in character with the neighborhood and supported the <br />motion. <br /> <br />Mayor Pico preferred to have the obscured glass include. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br />Item 6f <br />Consideration of a Parking In-Lieu Agreement for three parking spaces in conjunction <br />with a new building located at 344 Division Street (Jerry and Laura Raney).
