Mr. Huff said there are two or three parking lots in the area that are on different <br />elevations. The Raney lot will be elevated so that in the future it could be linked with the <br />adjacent lot. <br /> <br /> Peter MacDonald, 400 Main Street, Suite 210, indicated he was Chair of the Pleasanton <br />Downtown Association Parking Committee. It is meeting twice a month to discussion parking <br />issues. He supported approval of this in-lieu agreement. There was a time when there were <br />parking waivers for downtown and that helped revitalize the downtown area. The new Specific <br />Plan requires new buildings to provide the necessary parking. A critical part of the downtown <br />plan is the public parking lots and parking in-lieu fees are necessary for that purpose. The <br />standard of one space per 300 sq. ft. for office parking is a suburban standard based on a free <br />standing building. When you get into a downtown setting with reciprocal parking situations, a <br />more appropriate standard would be one space per 400 sq. ft. At some point, he felt Council will <br />be requested to adopt that, so the downtown businesses will have more incentive to enter <br />reciprocal parking agreements. In the meantime, the Raneys are providing eleven of the required <br />fourteen spaces on site, agreeing to a reciprocal arrangement, and paying in lieu fees. He felt this <br />business is providing the parking that is required. It is important to add buildings on side streets <br />that will create customers and activities to keep the downtown area successful. <br /> <br /> Mr. Campbell asked for Mr. MacDonald's opinion of the proposal of Mr. Byrd that no <br />further in-lieu parking fees be allowed until the City develops a comprehensive parking plan <br />showing real locations and real numbers of real parking. <br /> <br /> Mr. MacDonald said he had seen the petition and refused to sign it. A building like the <br />Raneys' is providing its share of the parking. He agreed that we now need to make certain new <br />buildings provide the required parking. <br /> <br /> It was moved by Mr. Campbell seconded by Ms. Michelotti, to approve the In-Lieu <br />Parking Agreement with Jerome and Laura Raney for the building at 344 Division Street. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br />Mayor Pico indicated he would like to see an updated fee analysis for in-lieu parking. <br /> <br /> Mr. Roush said an appraiser has been asked to do that and will commence once she <br />finishes another project. <br /> <br /> Ms. Ayala strongly urged moving forward with a public parking lot downtown as soon as <br />possible. <br /> <br />Pleasanton City Council 28 07/16/02 <br />Minutes <br /> <br /> <br />
