Ms. Michelotti accepted that as an amendment to her motion.

It was moved by Ms. Michelotti, seconded by Mr. Campbell, to adopt Resolution No.
02-086, approving the appeal (PAP-32) and approving the PUD plan to allow the
subdivision of an approximately 2.23-acre site into four single-family lots; approving a
change to Condition No. 18 consistent with the Burton agreement; and recommending that
on Lots 2 and 3 that the appearance of density be considered when staff works with the
property owners regarding floor area ratio.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Michelotti, and Mayor Pico
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

Item 6e
PAPo33 (Case PADR-551), Engle/Severn
Appeal of the Planning Commission's approval of an application for administrative design
review to construct an approximately 1.011 sq. ft., first- and second-floor addition to the
existing single-story home located at 4464 Sierrawood Lane. (SR 02:164)

Brian Swirl presented the staff report.

Mayor Pico declared the public hearing open.

Dr. Wilson Myers, 4447 Sandalwood Drive, said his issues are ambiance, serenity,
quality of life, compatibility, and line of sight for his back yard. A two-story building would
destroy those things for him and his neighbors. He objected to the two-story addition and would
prefer it to be one story. He made some comments about inaccuracies in the Minutes of the
Planning Commission meeting of June 12, 2002. He commented that staff had said there were
four other two story houses nearby, but those back onto drainage channels or the freeway, not to
other residential yards.

Ms. Michelotti asked how far it was from Dr. Myers house to the proposed addition.

Mr. Myers did not know.

Mayor Pico clarified that Dr. Myers' home was a two-story house.

Mr. Swift said the Myers' rear yard setback was 39 feet and the proposed addition is 44
feet from the rear property line, so there would be 83 feet between buildings.

Brian Severn, 4464 Sierrawood Lane, said he appreciated staff and Councilmembers
actually coming to look at his house instead of just relying on pictures. He related his history in
Pleasanton, the reasons for buying the house on Sierrawood and for the addition.
