Ms. Michelotti believed that as part of the design review process the amount of space <br />between houses could be considered. <br /> <br /> Mr. Swift said by the time of design review, there will be occupants in the Greenbriar <br />homes and there will be discussions about one or two story, landscaping, setbacks, window <br />orientation, etc. <br /> <br /> Ms. Ayala asked if Councilmembers were still concerned about the appearance of density <br />of four large houses, can it still require the appearance of less density and how does that affect <br />the applicant? <br /> <br /> Mr. Swirl said Council has two choices. It could approve the development plan minus <br />the FAR issue and ask that to come back for later adoption with some direction to staff; or it <br />could postpone the overall approval until staff returns with that information. <br /> <br /> Ms. Ayala said she would like staff to come back with FAR information, but go ahead <br />with the approval. <br /> <br /> Ms. Michelotti thought staff had already recommended the guidelines as they are. At the <br />design review stage, she felt it should be considered what fits in with the existing neighborhood. <br />She did not know that the Moreiras intended to build 5,000 sq. ft. houses on each lot. <br /> <br /> Ms. Ayala expressed concern that if there is not a limit on the FAR, that the applicants <br />could apply for a 5,000 sq. ft. house and the Planning Commission could not deny it. <br /> <br /> Mr. Swift said the Planning Commission could not approve something over 5,000 sq. f~. <br />but if it is less they could approve it so long as it meets all the other design review requirements. <br />It depends on the design of the house; some look massive and some do not. <br /> <br /> It was moved by Ms. Michelotti, seconded by Mr. Campbell, to adopt Resolution No. <br />02-086, approving the appeal (PAP-32) and approving the PUD plan to allow the <br />subdivision of an approximately 2.23-acre site into four single-family lots; and approving a <br />change to Condition No. 18 consistent with the Burton agreement. <br /> <br /> Ms. Ayala was concerned about four large houses and she preferred to have some limit <br />on the impact or appearance of the extreme density. <br /> <br />Ms. Michelotti asked if this was 26% FAR? <br /> <br /> Mr. Swirl said if 5,000 sq. ft. houses are built it would be close to 30%, not counting the <br />driveway. <br /> <br /> Ms. Ayala suggested a substitute motion to recommend that on Lots 2 and 3 that the <br />appearance of density be considered when staff is working with the property owners regarding <br />floor area ratio. <br /> <br />Pleasanton City Council 24 07/16/02 <br />Minutes <br /> <br /> <br />
