Mr. Swirl said there is no house proposed for that lot, so the orientation of any house will <br />be subject to design review. It could be towards the private street or towards Sycamore Creek <br />Way. There is a requirement that split rail open fencing be used along that side of Lot 4. <br /> <br /> Ms. Michelotti clarified that each house will go through design review on a case by case <br />basis. <br /> <br /> Mr. Campbell asked about the proposed road to the homes and whether it is public or <br />private. <br /> <br /> Mr. Swift said it is a private street along the three LDR lots, which connects to the <br />agricultural lot, but there is a gate, so it is not a through street, but only linked as an emergency <br />vehicle access. <br /> <br />Mr. Campbell asked about the restrictions on the agricultural land. <br /> <br /> Mr. Swift said the North Sycamore Specific Plan has pages and pages setting forth what <br />are allowed agricultural uses. Basically, keeping of animals is allowed. There are limitations on <br />numbers, but it is encouraged. <br /> <br />Ms. Ayala asked about the elevation difference on Greenbriar. <br /> <br /> Mr. Swift replied there is a four foot difference. The final design of the Moreira <br />subdivision will have to demonstrate that there is adequate drainage from the boundary between <br />the Greenbriar lots out to the private road. There is a design for the new pretreatment storm <br />drain. In the final design, he estimated that the Moreira lots may be elevated somewhat in the <br />rear and the area along the driveways will be depressed somewhat. <br /> <br /> Ms. Ayala supported the four lots for the Moreiras, but she was concerned about the floor <br />area ratio (FAR) limit on Lots 2 and 3. She did not want four more huge houses. <br /> <br /> Mr. Swirl said the design guidelines limit the homes to 5,000 sq. ft. of useable floor area, <br />or about 30% FAR, which is the standard the city has used for half acre lots for many years. <br />Council can establish whatever FAR it wishes. He said 5,000 sq. fi. is a large house, but so is a <br />19-23,000 sq. ft. lot. <br /> <br />Ms. Michelotti asked the square footage of the Greenbriar model homes. <br /> <br />Mr. Swift believed they were about 3,600 to 4,200 sq. ft. <br /> <br />Ms. Michelotti asked about the setbacks of the Greenbriar model homes. <br /> <br /> Mr. Swift said the proposed guideline is for a 25 ft. setback which is the same as for a <br />traditional half acre R-I-20,000 sq. ft. lot.
