Ms. Michelotti acknowledged that it takes a lot of staff time for the input to the model
and one cannot just push a button. At that proposed workshop, she felt people should come with
realistic recommendations. She felt the two priorities should be the West Las Positas
interchange and the Stoneridge Drive extension.

Ms. Ayala liked the idea of the meeting, but she wanted a couple of directives to staff so
they can have the model ready for that night.

Mayor Pico asked staff to come back at the August meeting with some suggestions and
recommendations about the possibility of a workshop and what could be accomplished. This is a
tool the community will have a lot of interest in and the better they understand it, the better we
will be. He hoped that would facilitate a dialogue on issues like West Las Positas in a more
orderly and logical manner. While the model tries to add a human element with pedestrians and
bicycles, it is still a traffic model that looks at cars.

Mr. Campbell asked about the status of the East Side Study.

Mr. Knowles said the exact schedule for conducting that study has not been determined.
No one project pushes another to the back burner with a model as dynamic as this one. What
halted Phase I of the East Pleasanton study was a sensitivity study of the effect of widening
Highway 84. That also affected the Stoneridge Drive extension, the West Las Positas
Interchange, and all intersections in between. Staff realized it could not restart the East Side
Study without discussions about the assumptions for Highway 84, the West Las Positas
Interchange, etc. They all work together.

Ms. Ayala expressed concerns about West Las Positas and Dorman Road. The comments
made tonight about the safety of the children were also made two years ago. She asked staff for
any ideas to help that situation.

Ms. Michelotti thought there was to be a traffic signal installed there.

Mr. Knowles said staffhas applied for grants under the "Safe Routes to School" program
and that was part of the application. They have not heard the results of the application yet. It is
on the City's master plan and can be funded either with development fees or through state grants.
Staff is actively pursuing funding for a signal at that location.

There was a break at 9:10 p.m.

The meeting reconvened at 9:17 p.m.

Pleasanton City Council 14 07/16/02
Minutes
