Item 6b <br />Review of Infrastructure Plan for Vineyard Corridor and Joint CiW./Pleasanton Unified <br />School District Financing Plan for Vineyard Avenue Infrastructure Improvements. <br />(IR 02:025) <br /> <br />Ms. McKeehan presented the staff report. <br /> <br />Mayor Pico asked if there would be a special meeting to ratify the final agreement. <br /> <br /> Ms. McKeehan said staffis working on that because one is needed for other Vineyard <br />Corridor related matters. It may even be necessary to have two special meetings before the next <br />regular meeting on August 20. <br /> <br />Mr. Campbell asked if the developers are aware of all that is happening. <br /> <br /> Ms. McKeehan said they were and noted that in the development agreements they agreed <br />to pay their pro rata share as identified in the March 2000 Specific Plan. <br /> <br /> Ms. Ayala noted that Centex and Greenbriar have already gone through the Planning <br />Commission process. She noted in the staff report, there was a comment that the City does not <br />have an agreement with Signature Properties as to their total obligation for the roadway. She <br />believed there was an agreement contained in the Specific Plan and Financing Plan. <br /> <br /> Jerry Thorne, 5144 Hummingbird Road, related comments he has been heating from <br />residents who were concerned about whether a school is needed in the Vineyard Corridor. If it is <br />in fact needed, people felt there would be a delay in construction. People are also concerned that <br />the zoning designation for the property could be changed. He asked if Council wanted to <br />consider voter protection for the zoning on that property so that the voters would have to agree <br />before anything other than a school could be built on that property. <br /> <br /> Steve Brozosky, 1700 Vineyard Avenue, indicated he was pleased the School Board <br />decided to go along with the original plan. He was disappointed it took so long to get to this <br />point. He felt a financing plan should have been finalized by now. It was agreed upon at the <br />March joint meeting. There is now less than a month to get this done. He asked staff if it were <br />possible for the City to proceed with grading the road without the finance plan. <br /> <br /> Ms. McKeehan said it is possible, but she would not recommend it. The city cannot get <br />the tight of way from the property owners without agreeing to build the full road. She wanted to <br />be certain there was a partner to finance the roadway before proceeding. She also noted that the <br />City has guaranteed payment to the School District in the event it does not receive the impact <br />fees from the developers. That would help the District pay for its bonded indebtedness.
