Mr. Campbell was also excited about the new traffic model and the work of staff. He felt <br />it will improve the quality of life in Pleasanton. If we can improve the flow of traffic, it will <br />reiterate what a great place this is to live. He did not favor elimination of crosswalks in favor of <br />the flow of traffic. If we err, it should be on the side of people. <br /> <br /> Ms. Michelotti felt Highway 84 was the top phority for the Th-Valley area to relieve the <br />most congestion. She believed a lot of congestion on the 580/680 interchange would be relieved <br />if Highway 84 were improved. She indicated a track lane would only increase capacity on 84 by <br />25% and that is only a band aid solution. The Th-Valley Transportation Council has discussed <br />Highway 84 and is trying to get completion by 2010, but now she is hearing 2020. The <br />Pleasanton Chamber of Commerce also supports Highway 84 improvements as one of the key <br />improvements necessary. She was also very excited about the new traffic model tool. It is far <br />superior to ones used before, has more flexibility, and can better define solutions. She was <br />happy to hear a resident say he was willing to wait a little longer at a light in order to keep cut- <br />through traffic out. She pointed out Hacienda Business Park was the first place with traffic <br />sensors, which made it possible to drive through there on a weekend and have the signals mm <br />green as you drove through. She was confident that situation would return. She asked for <br />patience from the residents because staff is working on the problems. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to adopt Resolution No. <br />02-084, adopting the 2001 Base Line Traffic Report; establishing that the individual <br />mitigation measures in the Report would be reviewed on a case by case basis; that the <br />roadway network assumed to be in place under Buildout Conditions in the 2001 Baseline <br />Traffic Report be reviewed based on project desirability, cost and funding availability <br />along with other alternative Bulidout congestion management measures; and approving the <br />staff recommendation for a traffic calming test on Sunol Boulevard. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br /> Ms. Ayala felt it would be a good idea to have the test longer than two weeks to give the <br />residents time to come before a Council meeting to express their reactions, or set up a process <br />where there is a telephone number for people to call with their comments. For the next model, <br />she would like staff to review cut-through traffic. <br /> <br /> Mayor Pico was interested in that information and also in seeing what happens when the <br />West Las Positas interchange is not in the General Plan. He also wanted to see what happens if <br />the Stoneridge extension to E1 Charro is not included. There are many other scenarios he would <br />like to see in order to get a complete picture. He felt that at this meeting, we have raised the <br />level of interest and he believed the commtmity would be well served if in the next couple of <br />months an evening workshop were scheduled on this model to see an actual demonstration and <br />perhaps take input from the public regarding the metering test and other scenarios to run through <br />the traffic model. <br /> <br />Pleasanton City Council 13 07/16/02 <br />Minutes <br /> <br /> <br />
