state water rights board. She asked if Zone 7 had that approval. She referred to the Zone 7 <br />report which stated it had sufficient water to serve all its customers for the next twenty years. <br />What happened7 Does Zone 7 define an ample supply of water to be enough for lawns and <br />swimming pools but forgets streams and rivers? She suggested Council request copies of all <br />writings, including permits, statutes, codes and ordinances, which allow Zone 7 to curtail <br />discharge of water into Arroyo del Valle and make sure there was adequate notification to <br />affected agencies and municipalities with adequate time to respond. She urged Zone 7 to <br />continue to discharge water into the arroyo until those documents can be provided. <br /> <br /> Ms. Dennis asked since Zone 7 isn't getting the water, does the city have recourse to get <br />water from somewhere else and reallocate it to the arroyo? <br /> <br /> Mr. Roush indicated that if LAFCo were to determine and Zone 7 agreed that it could not <br />discontinue the flow, then it would be incumbent upon Zone 7 to find the source of water, which <br />would probably come from the allocation to some other agency within the Zone. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, asked for Mr. Swift to relate a history of the arroyo <br />since he has been a long-time resident of Pleasanton. He acknowledged that things have changed <br />in the environment over the last hundred years and noted there used to be artesian wells in <br />Pleasanton, which implied a much higher water table then. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Ayala, to support the Mayor's <br />effort for the continued flow of water in the arroyo. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, and Mayor Pico <br />NOES: Councilmembers Dennis and Michelotti <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Ayala hoped that when the matter is taken before LAFCo that it be in a non- <br />adversarial way and that we can work cooperatively to solve the problem. She also wanted to <br />know how much water needed to be conserved by the community to make a difference. <br /> <br /> Mr. Cummings said it is not a conservation issue. There is water in storage; the problem <br />is the ability to get the water to Pleasanton through some kind of conduit. If the water is taken <br />from one of the quarry ponds or pumped from a well, it could be placed in the stream and would <br />then recharge the groundwater. There would be no net loss of water.
