Item 6a(2) <br />Approval of Midterm Update of 2002-03 Operating Budget and Capital Improvement <br />Program (SR 02:143) <br /> <br /> Ms. McKeehan presented opening comments. Ms. Rossi presented the staff report <br />regarding the Operating Budget. Mr. Bocian presented the report regarding the Capital <br />Improvement Program. <br /> <br /> Ms. Michelotti asked when the Alviso Park project will come before Council for <br />discussion. <br /> <br />Ms. McKeehan responded that it is scheduled for the August 20 meeting. <br /> <br /> Ms. Ayala inquired whether the School District was proceeding with removal of the <br />tennis courts on First Street. <br /> <br /> Mr. Wolfe said the tennis courts on First Street are expected to be removed as part of the <br />day care facility project. With the removal of those two courts (which the City has always <br />maintained), the plan is to provide another facility, by expanding the courts at Pleasanton Middle <br />School and bringing them up to City standards. <br /> <br /> Ms. Ayala referred to the Bernal Community Park and asked for an update on the design <br />of the Park and how the public can participate in that process. <br /> <br /> Mr. Wolfe explained that when Council approved the development plans for Phase I, it <br />authorized a fifty acre community park. There was a Task Force formed which developed a <br />plan. At the point when the work was completed and ready to go to the Parks and Recreation <br />Commission, the focus for the public land on the Bemal property changed. At that time, Council <br />directed the Task Force to focus on thirty acres of lighted sports fields. There will be an item on <br />the next Council agenda to modify the agreement with the consulting firm to allow staff to <br />reconvene the Task Force and focus on the lighted sports fields. He felt there was a plan that <br />could be modified rather than starting the process from the beginning. <br /> <br /> Ms. Ayala was concerned that the lighted sports fields would not be in before the housing <br />is occupied. <br /> <br /> Ms. Michelotti asked if it were necessary to go back to the Task Force, rather than <br />starting the process at the Parks and Recreation Commission. <br /> <br /> Mr. Wolfe said the focus had been on property near the proposed train station and school <br />site. Now with discussion about moving the train station farther south, there has been <br />consideration of moving the lighted sports fields farther east abutting the property line. It seems <br />more logical to put the lighted fields against the eastern property line with a cultural facility to <br />the west of them. That would provide as much distance as possible from the homes that are <br />being built in the central parcel.
