Mr. Lund said there was adequate water from various storage facilities for the next six <br />years. He said there was enough water to put into the ground, but Zone 7 has lost 30 cubic feet <br />per second of aqueduct capacity, so there is no way to get the water into the valley. It will be <br />stored in Bakersfield. <br /> <br /> Ms. Ayala reiterated the residents' objection of injecting reverse osmosis (RO) treated <br />water into the groundwater basin and asked if there was a risk that Zone 7 would feel it necessary <br />to do that. <br /> <br /> Mr. Lund said Zone 7 has no plans to do this. There are plans to expand the South Bay <br />Aqueduct. Also the Kaiser/Hansen mining operation is completed and the pit will be available <br />for water storage in April 2003. The Board has made the decision not to inject RO water. <br /> <br /> Ms. Ayala pointed out that Dublin San Ramon Services District (DSRSD) has been given <br />the fight to do that. <br /> <br /> Mr. Roush explained that the Regional Water Quality Control Board issued a permit that <br />would have authorized DSRSD to proceed with RO injection. That decision was challenged in <br />court by the City of Pleasanton and Zone 7. The matter was litigated and earlier this year it was <br />decided that the Board's Executive Director did not have the authority to issue the permit and the <br />judge indicated the matter must be returned to the full Board for a decision. The Board must <br />take into consideration a number of factors before it decides to issue the permit for RO injection <br />into the groundwater basin. Once the judge's decision is final, the Regional Water Quality <br />Control Board or DSRSD can appeal the decision to the State appellate courts or the matter <br />would be returned to the Regional Board for decision. Based on that decision, the City and/or <br />Zone 7 would then consider whether they agree. It is not imminent that RO injection will occur. <br /> <br /> Ms. Ayala pointed out that staffhas been working on this with DSRSD in an attempt to <br />have DSRSD voluntarily comply with public opinion on this matter. <br /> <br /> Ms. Michelotti also indicated that DSRSD is trying to conserve potable water and is <br />using recycled water for irrigation wherever possible. <br /> <br /> Terry Edwards, Adult Representative to the Youth Commission, presented his annual <br />report on the activities of the Youth Commission. He encouraged anyone interested to attend the <br />Youth Commission meetings. <br /> <br />6.
