Steve Brozosky and Robin Brozosky, 1700 Vineyard Avenue, representing the Abbie 4H
Club, encouraged the public to attend the fair and to see the 4H exhibits. Robin described the
activities in the Young California Building, the Livestock Pavilion and the Small Animal
Pavilion. She related the fund raising for 4H and the activities at the animal auction on the last
day of the Fair.

Jennifer Hosterman, 2922 Chardonnay Drive, indicated the Bemal Task Force had
completed its work some weeks ago. There was a problem because the focus was changed in the
middle of the process. However, the Task Force was able to complete drafting policy language
which she felt satisfied the charge of the Task Force. She was disappointed that Council decided
not to act on the recommendations until after the November 2002 election. However, she
understood how that decision was made and agreed. She then referred to the plans of Zone 7 to
reduce water flow in the Arroyo del Valle and the Arroyo Mocho. She had contacted various
agencies to express her concerns. She believed there was enough water to allow Zone 7 to
recharge the aquifer and to maintain the riparian corridors. She urged people to attend the Zone
7 Board meeting tomorrow at 7:00 p.m.

Ms. Michelotti complimented Ms. Hosterman on the work of the Task Force.

David Lund, Water Resources Manager for Zone 7, presented an update on this issue. He
indicated a kiosk display had been prepared and there were displays at the entrances to the
arroyos. Santa Clara needs its full capacity of water from the aqueduct, which requires a
reduction in the flow to the arroyos. The Zone surveys the natural flow of water into the dam
and as it is reduced, the release from the dam will be cut back at the same rate. Inflow to the
dam actually stopped about a week ago. If there were no dam or artificial releases of water, there
would be no natural flow of water in the arroyos. Zone 7 has been keeping records since 1912 of
stream flows and creeks were always dry in summer in their natural state.

Ms. Ayala referred to his remark about the need to recharge the groundwater basin.

Mr. Lund said the groundwater basin holds approximately 250,000 acre feet of water.
This is storage in the event ora drought. Groundwater basins are now at about 200,000 acre feet.
Water is stored in other places as well.

Ms. Ayala asked about the new pump station at Santa Rita and Stoneridge Drive, which
is pumping water out of the groundwater basin. She asked where that water is going.

Mr. Lund said that water is pumped into the water distribution system. There are a
number of wells and two treatment plants, so water can be pumped out of the ground, or water
can be taken from the South Bay Aqueduct and treated. In order for the wells to pump water out
of the ground, water must first be put into the ground. Zone 7 puts water into the ground by
releasing water into the creeks, which then percolates into the ground for storage.

Ms. Ayala asked what would happen if a drought started this year?

Pleasanton City Council 4 06/18/02
Minutes
