__ The public hearing was closed. <br /> <br /> Ms. Ayala asked staff to clarify the reasons for pursing the Vineyard Corridor <br />infrastructure. <br /> <br /> Ms. Michelotti pointed out one reason is to ensure the PG&E transmission lines are in the <br />fight place. <br /> <br /> Ms. McKeehan indicated there were two reasons for advancing the work on the Vineyard <br />Corridor. This is an unusual situation. Normally the developers in the area would construct the <br />roadway, bring in expanded water and sewer lines to serve the school and new homes. Given the <br />slowing economy, the developers are not moving forward to build at this time. That was <br />beginning to interfere with the plans of the School District to build Neal Elementary School. <br />City staff has commenced discussions with the District to see if there was a way to jointly <br />facilitate the infrastructure ahead of development. The decision on when to build the school is <br />entirely up to the District, but the idea is to have the infrastructure in place and ready when the <br />decision is made. The other issue that has become important is the PG&E line and the desire to <br />have it located in the realigned Vineyard Avenue so it would be farther away from the houses. <br />The California Public Utilities Commission supported the City's position so long as the new <br />Vineyard Avenue is ready to go when PG&E is ready to install its transmission line. The latest <br />word is that PG&E will be ready to start construction in September and it is asking the City to <br />start grading in July. PG&E does not need the full roadway, but does need grading to <br />commence. The City has entered into agreements with the property owners to acquire the right <br />of way. The property owners are willing to give the right of way if the City guarantees it will <br />construct the full road and not just grade for PG&E. Discussions with the School District <br />continue and staffhopes to have all agreements in place by the first part of July. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, to adopt Resolution No. <br />02-070, adopting the amendments to the Mid-Term Budget and Capital Improvement <br />Program, as set forth in the staff report, including the Community Development Block <br />Grants, with the exception of the youth grant category. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Michelotti, and Vice Mayor Dennis <br />NOES: None <br />ABSENT: Councilmember Campbell and Mayor Pico <br />ABSTAIN: None <br /> <br />Pleasanton City Council 10 06/18/02 <br />Minutes <br /> <br /> <br />
