compassionate. He stated he is a property owner for a Section Eight tenant. He cited a <br />hypothetical scenario with a rent amount at $1,700 per month; the tenant pays $86 and <br />the Alameda County sends the landlord a check for $1,614 per month. Rounding the <br />numbers, the County pays a total of $20,000 per year. The tenant has been in the <br />program for 10 years and in today's dollars the tenant has previously received $200,000 <br />in subsidized housing. The tenant is 35 years old; his life expectancy is an additional 47 <br />years. In today's dollars Alameda County will pay an additional $1,000,000 in the next <br />47 years for a total lifetime benefit of $1,200,000. This is for one household and this <br />scenario is repeated 5,000 times every month in Alameda County. In Pleasanton, <br />Alameda County will pay $2,445 for a four bedroom - two bath home. Them are 97 <br />Section Eight homes in Pleasanton. In California 29% of every tax dollar goes to the <br />Department of Health and Human Services. Some Health and Human Services programs <br />are medical; Health Families Program; Access for Infants and Mothers; HIV and AIDS <br />Prevention, Care and Treatment; Breast Cancer Early Detection Program; and Affordable <br />Housing Projects for Developmentally Disabled People. Some programs in the <br />Department of Housing and Community Development are Down Payment Assistance for <br />Teachers; Multi-Family Housing; Farm Worker Housing; Migrant Worker Housing; Self <br />Help Housing; Housing Preservation; Cold Weather Shelter; and Housing Tax Credits. <br />In the Federal Budget 25% of every tax dollar goes towards these compassionate causes: <br />12% of every dollar goes towards Medicare; 7% goes to Medicaid; 6% goes to Food <br />Stamps and Food Aid to Puerto Rico Child Nutrition and Supplemental Security Income. <br />The 25% Health and Welfare figure does not include the 23% that is spent on Social <br />Security. In summary, the residents of Pleasanton have demonstrated their compassion <br />by contributing 25% of their Federal tax dollar for health, welfare, and housing and by <br />contributing 29% of the California State tax dollar for health, welfare, and housing and <br />by contributing approximately 30% of their Alameda County tax dollar for social <br />programs, which include over 5,000 Section Eight homes. In addition, the City of <br />Pleasanton residents provide over 6.4 out of every 100 households in Pleasanton below <br />market housing. In his opinion this is compassion with a capital C. He proposes that the <br />City Council reward good citizens of Pleasanton who have given so generously to health, <br />welfare, and housing programs at all levels of government by providing a magnificent <br />park for them to enjoy that would include the 581 houses that were originally approved. <br /> <br /> Robert Cordtz, 262 West Angela Street, stated his concerns regarding Highway <br />84 funding. He is concerned about the Alameda County Management Agency scuttling <br />Highway 84 improvements for 1-580 and that HOV lanes would be given serious <br />consideration. He asked if this item would be on a future City Council agenda. He stated <br />that Mr. Jeff Knowles had delivered his professional opinion about HOV lanes on 1-580 <br />and recalled that opinion to exacerbate Pleasanton's cut through traffic crisis. He asked if <br />the Council supported his professional opinion and would this be City policy. If Mr. <br />Knowles opinion is City policy, is the Council prepared to asked Mayor Pico not to mis- <br />represent Pleasanton's position at the CMA? Would the Council conduct its own air <br />quality studies before Mayor Pico discusses Pleasanton's position on HOV lanes and air <br />quality at future CMA meetings? When will the East Pleasanton Study be complete and <br />will it address the issue of Stoneridge to E1 Charro and then onto the Livermore Airport? <br />Will it address E1 Charro to Stanley?
