Senkle mentioned that in addition to Ms. Wilhite's nine years of service as a
crossing guard, she has been a Pleasanton resident for 54 years.

Ms. Wilhite thanked the Council for the commendation.

Bob Smith, 4742 Sutter Gate Avenue, expressed his concern with the housing
situation in Pleasanton. Compassion has been exhibited by the residents of Pleasanton
with their support of health programs, welfare programs, and subsidized housing
programs at the City, County, State, and Federal levels. The 2000 census counted 23,311
housing units in Pleasanton. He distributed an inventory of the below market housing in
the City which indicated there are 1,497 units in the community. This accounts for 6.4%
of the total housing in the City. He felt there is nothing wrong with this figure. He does
not understand how anyone could question the compassion of the hard working residents
of Pleasanton when there are 1,497 such below market units in the City. Alameda
County administers Section Eight Housing for 11 cities. The Alameda County program
does not include Oakland, Berkeley, Alameda, or Livermore. Each of those cities runs
their own programs. Alameda County currently has 5000 Section Eight households in the
County; they added 80 households in May and are adding an additional 80 in June. In
Section Eight Housing the low-income tenant pays 30% of the rent and the Alameda
County pays 70%. Paying 70% of the rent for 5000 homes in Alameda County is very

Pleasanton City Council 3 06/04/02
Minutes
