using only 2,000 feet of the existing county roads. This is a compromise the preserves <br />three phases of the existing county roads and their condition, without traffic. It satisfies <br />all of Happy Valley's demands for no increase in traffic and 2/3 of Alisal and the <br />remaining portion of Sycamore. They think there is a real possibility to use only 2,000 <br />feet of the existing three county roads to get into the flat area. This is the most cost <br />effective means of getting into the Golf Course Project. They are willing to make a <br />dedication to the City in advance, with a preannexation agreement, to give the City a <br />permanent easement to the golf course, and it is the most direct route to run the utilities. <br />There is considerable cost effectiveness and a win/win for the area. <br /> <br /> Ms. McKeehan discussed the bypass road. She said staff went to great lengths to <br />make sure that everyone understood the difficulties with the bypass road, including some <br />language that was actually written into the Annexation for Happy Valley Road <br />Information pamphlet for the residents. This goes back to the Specific Plan when <br />Councilmember Michelotti pointed out that this road would be an environmental disaster. <br />From that point on staff continued to look at the road and became more and more <br />uncomfortable. Separate from the economics that the Spotomos are talking about, staff <br />learned more and more about this alternative bypass road and got more concerned. This <br />is why we were to the residents and said that we don't know that we can guarantee this. <br />The language in this document talks a lot about when the Council would be comfortable <br />with a road that could be designed out there. We are very sorry if folks did not <br />understand, but she could tell Council that they did everything they could and every <br />written document, as well as all of Mr. Lum's comments to the neighborhood, said this <br />was going to be a very difficult issue and one that the City could not guarantee. <br /> <br /> Ms. Ayala said she believed the City was very forthright when it went through the <br />initial annexation process, saying what the City's intent was. She indicated she would <br />make every effort to try to work to get the bypass road done in a manner that will satisfy <br />most of the people in Happy Valley. She thought there is a solution that works for most <br />of the people. She thought they are a great group of people and one of the joys of the <br />golf course project, an opportunity to meet everyone. She does believed that in the end, <br />with the water and sewer, the residents will want to be part of the City and she hoped this <br />comes to that resolution <br /> <br /> Ms. Michelotti has had difficulty with this for a long time and one of the reasons <br />was right at the start she had grave concerns about the environmental impact of the <br />bypass road. When the Spotomos say the SummerHill project was voted down because <br />of the visual impact and because of how the project was sited, it would be very difficult, <br />after the annexation vote, to continue on with this. On the other hand, the benefits of <br />open space in perpetuity to the urban growth boundary line are a positive. One of the <br />things she wanted to make clear is her feelings and her concerns about getting a bypass <br />road over the hill. She has pursued, looking for an alternative that might not include <br />Alisal Street, that could go around the toe of the hill.
