John Spotomo, 1028 Harrison Avenue, Redwood City, said they were excited to <br />see a new annexation process come before the City. His family thinks the golf course is <br />long overdue and should be moving forward. Their concern has always been with the <br />current Specific Plan and it has been mentioned by many speakers tonight. They have <br />tried to bring a development plan to the City with SummerHill. That project was brought <br />before Council. They learned significant environmental mitigation was going to be <br />required, as the City had learned with the Golf Course Project. The creek crossing was <br />over $1 million and the list goes on and on. The bypass road was attempted but was not <br />successful. The current question now is how to accommodate the City's needs for the <br />golf course with all of the money they have spent and still make it somewhat viable for <br />the Spotomo family. Everything keeps pointing back, unfortunately, to the flat area, <br />which is adjacent to most of the speakers heard tonight. There is no question, from a <br />planning and development point of view, that this is the prime, least environmental <br />sensitive area and has been farmed extensively. This site is flat, does not have a lot of <br />heritage trees on it, and is wide open. It is by far the simplest area to develop and the <br />public rights of way could be used to connect public services until you reach the point of <br />where you are legally beyond the safety limits of the road. Some of the obvious places <br />were pointed out tonight. This is by far the simplest connection anyone can come up <br />with and have the least amount of detriments. This discussion about an alternate, while I <br />agree, is not a bypass road, is another connection point. Any kind of development, <br />whether it be the two acre development or something other than that, would need some <br />sort of road put in there. That would begin to offset the golf course cost. It does begin to <br />reduce some of the traffic and the desire to come up Happy Valley because it is at the one <br />end of Alisal, as opposed to being down at the comer where the current access is. It starts <br />to mitigate a little bit of lower Alisal. There is an opportunity to create an entrance <br />because there is more room than the current Happy Valley/Alisal comer. There is an <br />opportunity to offset some of the sewer and water costs. They also think there is the <br />ability to do some environmentally sensitive things than were discussed earlier. They <br />feel there are opportunities present to mitigate some of the issues. <br /> <br /> Ralph Adams, 1340 Happy Valley Road, discussed the change in plans now that <br />the annexation vote of April is complete. <br /> <br /> A1 Spotomo, said that at several of the community meetings, they explained the <br />financial difficulties in trying to construct the original bypass road. It was laid out to the <br />whole neighborhood that it was not economically feasible. They had no builder or <br />developer that would touch it. They engineered the bypass road at their own expense and <br />it ended up being in the neighborhood of over $10 million. They were informed by <br />several of the agencies that they would never get permission to build the road. There <br />would be huge mitigation if they could get approval and it would be tied up for years; the <br />permit process would be over four years. When they start talking about moving 800,000 <br />cubic units of dirt and no place to put it, they are talking about an extremely high <br />expense. Pleasanton's estimate of the cost of their share of the original bypass road is in <br />the neighborhood of $5 million. Put that on top of your $34 million and see what you <br />come up with.
