Mr. Campbell said he felt better that the City was honest with the residents that if <br />in fact annexation initially was voted down, that other options were going to move <br />forward. He commended City staff for being honest and for the Council being honest in <br />their actions. It doesn't feel like Council is doing anything that is covert. He supported <br />moving ahead with the annexation because of Measure D and coming into the City is the <br />best alternative to what possibly can happen with the County. Trails are another positive <br />aspect of this item. <br /> <br /> Ms. Dennis said she was disappointed about the annexation vote because she <br />knew how City could work with people in the community with other options, still doing <br />the very best for everybody. It is very difficult to work this out because the residents <br />decided not to be residents. The Specific Plan indicates a bypass road and she thinks the <br />chances are good that something will happen and be as good as they can make it. The <br />Council owes it to all residents to do everything they can and to make sure this facility <br />happens. This is her number one concern. <br /> <br /> Mayor Pico wanted to do everything he can to mitigate the impacts on the Happy <br />Valley residents. He is committed to try to do this and has been so for a long time. <br />Council is proceeding with what they talked about if the annexation did not take place. <br />Hopefully by the time this is done, everybody is going to say we ended up with a good <br />result. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to (1) adopt Resolution <br />No. 02-063; a Resolution Making an Application by the City of Pleasanton <br />Requesting that the Local Agency Formation Commission of Alameda County Begin <br />Proceedings for the Happy Valley Annexation No. 150; (2) authorize the City <br />Manager to ratify consultant contracts totaling $122,161 to complete previous <br />design work as shown in Exhibit B; and (3) authorize the City Manager to execute <br />consultant contracts to prepare alternative annexation materials and prepare for <br />potential September commencement of construction for an amount not to exceed <br />$63,600 as shown in Exhibit C <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6d <br />Consideration of adjustments to the City's Lower-Income Housing Fee.
