the area. The main concern that has existed for years is the uncertainty of ever realizing <br />this upper bypass road. Those fears became ail the more reaiized in the latest staff report <br />calling for a lower bypass road that would really alleviate the need for an upper bypass <br />road. We believe it is in everyone's best interest to resolve these differences and move <br />forward. One example of golf course plan changes that may actually enhance the appeal <br />of the project to most parties would be to build out the project in a logical and non-piece <br />meai fashion. We need to look at the ability of the residents to hook up to reclaimed <br />water. This was never discussed before. The City should consider a fast track to reaily <br />work with the Spotomo family to secure a development project with an upper bypass <br />road. Lastly, keep the density the same as it is today, i.e. one-acre minimum parcels. <br />This makes a whole lot more sense if we can get an upper bypass road and keep our <br />children and families safe. The upper bypass road would reaily feed the flatland <br />development and the golf course, or else we would be getting more traffic on the loop, <br />which was voted down in the past. If we feel the City's new plan is now a piece meai <br />annexation, without regard to the residents of Happy Vailey, our concerns over traffic <br />and road safety will not be met. He read the staff report, but a big pocket of the county is <br />left out. The AIC adamantly opposes the lower bypass road. The AIC and the residents <br />of Happy Valley will vigorously chailenge any attempt to change this Specific Plan or <br />allow piece meal annexation without regard to the entire Happy Vailey. The AIC <br />respectfully recommends that City Council not direct staff to prepare an aitemate <br />annexation, but instead direct them to work with the AIC and Happy Vailey residents to <br />resolve these differences and move forward with the complete annexation of Happy <br />Valley. <br /> <br /> Bruce Brogden, 6245 Alisai, is the newly elected vice president of the Alisal <br />Improvement Club. He shares the same sentiment about this situation. As a homeowner <br />in the Happy Valley area he does not see how the City can ignore the wishes of the <br />people of Happy Vailey who are directly affected with the unwanted traffic in front of <br />their homes. They should have the right to be able to decide whether or not they want <br />their property to be used for City sponsored projects. The City can work with the <br />property owners a lot more than what has been seen in the past to be able to satisfy <br />everyone's needs. They have expressed a willingness to become a part of the City <br />regardless of the vote just concluded, and to help provide a golf course provided there is a <br />way to keep the traffic off the roads. That would be by negotiation and developing the <br />bypass road as outlined in the Specific Plan. Non-assurance of the bypass road by the <br />City caused this to fail in the recent April 17th vote. It certainly is possible to make <br />everyone happy, but the City has got to want to make it work for ail of the parties <br />involved, not just a few. The City has to bend and give, just like the citizens of Happy <br />Vailey are expected to bend and to give. The City needs to take care of its citizens and <br />not go around those who are willing to work with the City and in return expect fair <br />treatment and respect. Councilmembers, here we are, as we have been on numerous <br />occasions, asking for the same thing, over and over again. We are asking for your respect <br />over the same issues. How many times does it take to get everyone to be at ease and to <br />shake hands, sit back, and enjoy what we all have accomplished as a team, ail of us <br />together, working on the golf course, working with the Spotomos, working with Happy <br />Valley people to make everybody happy.
