Livermore has three courses, Dublin will shortly have a golf course; and there is plenty of <br />need in the community for another course. It benefits the community to have the course <br />here because it is easier for local residents to have access to the course. At the Valley <br />Avenue driving range you will see families driving balls off of the tee. The purpose of <br />this course is to make sure we have a high quality golf course, but in addition, this will be <br />an affordable golf course so that all residents have an opportunity to play. <br /> <br />The Public Heating was opened. <br /> <br /> Jerry Wagner, 6344 Alisal Street, discussed his feelings about the impact that the <br />Happy Valley Golf Course would have on the residents of this area. He cited three <br />reasons why the City is taking these steps. The City has invested over $3 million and <br />years of staff time and will go to any limits to save face. The City is spending too much <br />money and issuing too many bonds and Happy Valley will give the City a much-needed <br />cash cow, at least $3 - 5 million each year. The City Council majority wants more <br />houses in Pleasanton, which is not needed, except to be a cash cow for the City. This <br />majority seems to want to also give away City land belonging to all residents of the City <br />for low-income housing which does not fit in. As for the seven trails included in the golf <br />course project, he spends time picking up trash left in the area by hikers and there are not <br />yet any trails, so he can only imagine the trash generated by seven trails. The residents of <br />Happy Valley love their lifestyle and do not want house on top of house in the area; they <br />do not need a golf course; and above all, they do not want to be a cash cow for the City of <br />Pleasanton. He asked Council to please remember the majority of the residents voted for <br />no annexation and no additional traffic on Happy Valley or Alisal Streets. He urged the <br />City to leave them alone and to not sneak in the back door. <br /> <br /> Steve Brozosky, 1700 Vineyard Avenue, supported the annexation and believes <br />this will be a great asset to the City. The City needs to work extremely hard and make <br />sure the City finds a way to do a bypass road. He believed this is the main reason why <br />the annexation vote did not pass. He urged Council to work with New Cities and Black <br />Mountain so they will continue with the same thing for the bypass road and make some <br />concessions. The annexation is needed so that the County does not put a big residential <br />project in the area. Although there are some people who do not want more housing in the <br />area, the alternatives are much worse. The City can do a really good job of helping the <br />residents and, at the same time, get a very good public facility. <br /> <br /> Mitra Zahiri, PO Box 10643, said she and her husband supported the Happy <br />Valley annexation and golf course project. They purchased their property approximately <br />three years ago. The property is adjacent to the Spotomo Property in the flat section of <br />Alisal Street. During this time they have invested a great deal of effort and time <br />supporting the annexation project. They expressed their complete support for the <br />proposed partial annexation project and strongly believe the annexation and golf course <br />will enhance and preserve the community. Most importantly, it will prevent further <br />development in the southern part of Pleasanton, and preserve many acres of green space. <br />City water and sewer will directly improve the environmental hazard currently caused by <br />pumping human waste in an area where percolation has been a major issue.
