Those present to accept <br />the plaques were David Wright, Dave Walden, Christopher Croddy and Alison Shurtleff. <br /> <br /> The City Clerk then administered the Oath of Office to the following newly appointed or <br />reappointed Commissioners: Civic Arts Commission - Nancy Scotto, Susan Miller; Economic <br />Vitality Committee - Rita Lynne and Vallerie Smith; Housing Commission - Joseph Jones, <br />Robert Carillo, and Robert Harris; Human Services Commission - Meribeth Detweiler; Library <br />Commission Ken Koenen and Debbie Look; Parks and Recreation Commission - David Choy, <br />Jim Dibiase, Kathy Narum and Steve Brozosky; Planning Commission - Trish Maas, Mary <br />Roberts and Matt Sullivan; Youth Commission - Anna Currin, Bonnie Radford, Chris Testa, <br />Sarah Rachmiel, Clinton Johnson, Adam Sloustcher, Lindsey Bauer, Tyler Sussman and Michael <br />Johnson. <br /> <br />Presentation by Leadership Pleasanton. (This item was continued to July 16, 2002.) <br /> <br />Other Speakers <br /> <br /> JeffRenholts, 7489 Aster Court, asked for staffreports to be on the City's Website and <br />noted that the Minutes Archive needs to be updated. He commented about the people who have <br />supported affordable housing. He referred to a speaker at the last meeting who said he did not <br />qualify for low income housing and could not qualify for the market rate homes. Mr. Renholts <br />felt that was the biggest problem in Pleasanton. He believed people in Pleasanton wanted low <br />density residential areas with a rural feeling. That makes it difficult to develop affordable <br />housing. The City has put a cap on the total number of units to be allowed in the last General <br />Plan, has reduced the number of units on the Bernal Property and Measure D reduced the amount <br />of growth that can occur in the rural areas of Alameda County. All this forces the price of <br />existing housing stock even higher. As a homeowner he felt that was beneficial, but it drives <br />others out of the housing market. He said we have done it to ourselves. People talk about traffic <br />impacts and problems because of a lack of an interchange or because of too much housing here <br />or there, and this pushes housing out to the Central Valley. That is what causes the traffic over <br />the Altamont, interchange problems, cut-through traffic problems, etc. That is all because there <br />is no affordable housing in Pleasanton. He urged Council to consider whatever means necessary <br />to increase the amount of affordable housing, whether it is more units or some way to encourage <br />development inward rather than pushing it to the Central Valley. <br /> <br /> Bob Smith, 4742 Sutter Gate Avenue, indicated his belief that rents in Pleasanton and the <br />Bay Area are going down and expenses for property owners are going up. He referred to an <br />article in the Valley Times that indicated Silicon Valley rents are down 26% and the San <br />Francisco rents are down 16%. The San Francisco Chronicle also had an article about landlords <br />trying to attract tenants. He then described his experiences with the rental house he has in <br />Pleasanton. He felt the law of supply and demand worked well in Pleasanton. He referred to the <br />increases in insurance premiums for property owners and the problems that have caused it as <br />well as other causes of increased costs for property owners. He referred to his experiences in <br />renting his property last May and said that some people are finding it better to rent than to own <br />property. Some rental property owners are evicting tenants so they can live in the property for <br />two years to avoid tax consequences when they sell the rental property.
