to the loss of rental units in Pleasanton. He concluded that any attempt to regulate rents will <br />accelerate the loss of rental housing in Pleasanton. He objected to the proposal of the Housing <br />Commission to control rents. <br /> <br /> Pamela Stoddard, Executive Director of the Pleasanton Downtown Association, reviewed <br />the forthcoming events for the summer season, including First Wednesday, Concerts in the Park, <br />Antique Faire, Heritage Days, Wine Stroll, Hotrod Heaven, and the Rib Cook-Off. She <br />welcomed everyone to the events. <br /> <br />Mr. Campbell asked for clarification regarding booths for political purposes. <br /> <br /> Ms. Stoddard indicated there had been comments from attendees at the first First <br />Wednesday event who were uncomfortable with the amount of political activity, such as people <br />passing out fliers and asking for signatures on petitions. The Board initially decided not to <br />provide booth space for political activities. Afler further review and input, the Board has since <br />reconsidered that decision. <br /> <br />Ms. Ayala said the First Wednesday event was great and she urged people to attend. <br /> <br />There were no further speakers. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />These items were discussed in reverse order from the agenda. <br /> <br />Item 6d <br />Next steps for the Bernal Property Task Force Recommendations on the Bernal Property.. <br />(IR 02:018) <br /> <br />Mr. Swirl presented the staff report. <br /> <br /> Mr. Campbell inquired about the impacts of Council adopting the Task Force plan and <br />putting it on the ballot. Would that be binding? <br /> <br /> Mr. Roush said unless it was stated as advisory, the measure would be binding. In this <br />case there is a potential conflict between the Task Force recommendations, which would allow <br />but not require affordable housing, and the Bemal Property Initiative, which would prohibit <br />housing on the site. If both passed, the measure which received the most votes would control <br />with respect to affordable housing on the balance of the site. However, if the Task Force <br />recommendations measure was stated as advisory and passed, and the Bemal Property Initiative <br />passed, then the Bemal Property Initiative would prevail, because it is binding. <br /> <br /> Ms. Ayala felt the public was totally confused. There is an initiative that has qualified <br />and Council could adopt that initiative.
