Ms. McKeehan urged Council to make its own decision tonight and let the the Parks and
Recreation Commission finish its job concerning the Downtown Parks and Trails Master Plan.

Ms. Ayala reiterated her desire that this be completed as soon as possible. She then
referred to the recommendation to rename Main Street Green on Vervais to "Arroyo Green at
Main". She liked the idea because she wanted to focus attention on the preservation and use of
the arroyos and asked why the decision was made to leave the park name "Main Street Green".

Mr. Wolfe said the naming of park areas starts with the Parks and Recreation
Commission, which then makes recommendations to Council. The feeling of the Commission
was that by making this change in the Specific Plan, it had bypassed the usual procedure.

It was moved by Ms. Ayala, seconded by Mr. Campbell, to accept the Parks and
Recreation Commission recommendations with the recommendation that the Commission
review renaming the Main Street Green.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

Ms. Ayala indicated she was very much in favor of gathering spots downtown and she
felt the need to do things to draw people downtown. She wanted to encourage people to shop
downtown before going to the malls. There was discussion in the Parks and Trails Committee
about the VervaisfMain Street park. That area has recently been made more accessible by the
removal of city structures. That park is on the arroyo and she has a vision for enhancing the
arroyo. She referred to the science teacher who takes his class to the arroyo and wanted the
public to be more aware of this beautiful amenity. She said there is also a suggested use of the
green for an art facility for students. She just wanted to have more attention paid to the arroyo
and to make it available to others in Pleasanton. There is another green space at the other end of
town and she wanted to make that more available to people to encourage them to gather them.
The one change she wants to make is to change wording in the Design and Beautification portion
of the Specific Plan to allow the development of a green space in the middle of town. She would
like a pathway connection from Main Street to First Street and the Wayside and DeLucchi Parks.
She suggested the addition of the following language: "That a mini-plaza shall be provided on
Main Street in the vicinity of the Division Street/Main Street intersection and it shall be linked to
Lions Wayside Park via a greenbelt pedestrian way. The final design of this mini-plaza
greenbelt shall be subject to further study which shall include the potential of closing Railroad
Avenue southerly of Division Street to further accommodate the greenbelt connection. The
study shall include options for a mini-plaza and greenbelt designs and locations, environmental
review and full public input."

Ms. Dennis asked if there is currently a plaza planned for Main Street? The language
refers to a design that is subject to further study.

Pleasanton City Council 18 03/05/02
Minutes
