It was moved by Ms. Ayala, seconded by Ms. Dennis, to approve the staff
recommendation for the Bernal/Main Street intersection with the addition of Mr. Byrd's
language as read by Ms. Dennis.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

(2D) Parks and Recreation Commission recommendations.

Ms. Ayala had questions about Attachment 12 to the staff report and the deletion of the
restoration and adaptive reuse of Fire Station No. 1 which may include display/exhibit gallery
space, a 'black-box theater,' and a multi-purpose space suitable for dance and art activities.

Mr. Iserson said the Planning Commission recommended that language to be put back in
as set forth in Attachment 6, with a slightly modified form. The rationale was to allow more
flexibility since Council will shortly be considering the downtown parks and trails master plan.
At that time, Council can make specific decisions on what uses should be in the fire station,
where the bandstand should be, etc. The Specific Plan language should be more general to allow
more latitude in reviewing the parks and trails master plan.

Ms. Ayala inquired when the parks and trails master plan would come before Council.
She was becoming impatient.

James Wolfe, Director of Parks and Community Services, indicated that once Council
takes action on the Specific Plan, the Parks and Recreation Commission will consider the
original Downtown Parks and Trails Master Plan in light of the Council decision on the Specific
Plan and will make further recommendations. It is expected the Parks and Trails Master Plan
will be before Council in about four months, possibly less.

Ms. Ayala wanted to make certain that in approving the proposed Specific Plan that it
does not preclude further discussion of her concept for downtown greens.

Ms. Dennis supported using the recommendation of the Parks and Recreation
Commission regarding the use of the fire station.

Mr. Campbell preferred the more general language.

Ms. Ayala also preferred the more specific language. She expressed her commitment to
the arts and felt the fire station would be a great gallery space and theater.

Ms. Dennis pointed out that even the more general language does not preclude those uses
of the fire station.

Pleasanton City Council 17 03/05/02
Minutes
