Mr. Iserson said the gpecifie Plan did identify an option of a mini-plaza and a potential <br />location in the vicinity of Division or the Round Table Pizza parking area. Ms. Ayala's vision <br />goes a little beyond that to link it to Lions Wayside Park with a pedestrian passage. <br /> <br />Ms. Dennis asked if the plaza is already in the Specific Plan recommendations? <br /> <br /> Mr. Iserson said it was a possibility, but none of the mini-plazas were shown as a definite <br />location. <br /> <br /> Ms. Dennis understood that what Ms. Ayala was adding was the study of a design for a <br />potential linkage. <br /> <br />Mr. Iserson said yes. <br /> <br />Mr. Campbell asked if that would be outside the current EIR? <br /> <br /> Mr. Iserson said no. The mini-plaza concept was included and the suggestion for a <br />pedestrian linkage would be subject to study and further environmental review if it is determined <br />to be necessary when the concept is more defined. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Campbell, to add a section to the <br />Design and Beautification Chapter as follows: "That a mini-plaza shall be provided on <br />Main Street in the vicinity of the Division Street/Main Street intersection and it shah be <br />linked to Lions Wayside Park via a greenbelt pedestrian way. The final design of this mini- <br />plaza greenbelt shall be subject to further study which shah include the potential of closing <br />Railroad Avenue southerly of Division Street to further accommodate the greenbelt <br />connection. The study shall include options for a mini-plaza and greenbelt designs and <br />locations, environmental review and full public input." <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />(2A) 325 Ray Street land use designation. <br /> <br /> Mr. Iserson explained this property is designated as commercial. There was a two-story <br />office development proposed a few years ago which was denied by the Planning Commission. <br />The Specific Plan Committee reviewed options for this property and held meetings with the <br />neighbors on Walnut Drive as well as the property owner. The recommendation was then for <br />high density residential and the owner has a plan for ten, small lot, single-family homes on the <br />site. Staff believes that putting residential units there could expose new residents to potential <br />land use conflicts with the businesses in the Cheese Factory, a couple of which are open late, <br />such as the brew pub. Also, the Specific Plan in the past has had a vision of expanding the <br />commercial area away from Main Street a little more than currently.
