(2C) Civic Center Master Plan considerations

Ms. McKeehan stated that there had been discussion about whether to put the City Office
Building directly on Main Street or to set it back with some green space. There was also
discussion about what specific uses would be in the civic center complex. Staff wanted to
provide more flexibility for the master planning of the site to determine what would physically
fit and what access would be best. It has nothing to do with the train or the configuration of the
intersection.

Ms. Ayala felt this was a chicken/egg question because staff is currently working on the
site plan and she wanted to see all the buildings consolidated into one community center/office
building. She wanted as much flexibility as possible and supported the staff recommendation.

It was moved by Ms. Ayala, seconded by Mr. Campbell, to approve the staff
recommendation for the Civic Center Master Plan considerations.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

(2B) Gateway options at the Main Street/Bernal Avenue intersection.

Mr. Iserson indicated the recommendation was to keep flexibility in the language. The
gateway is an important feature for downtown. The property owners support the flexible
language which allows further study and public input, traffic analysis, etc.

Ms. Ayala referred to the comments of Mr. Byrd about adding language for "positive
pedestrian vitality and economical projections" for downtown. She did not feel that changed
what staff is trying to accomplish.

Mr. Iserson indicated the Specific Plan emphasizes the pedestrian character of downtown
everywhere and certainly economic vitality. Mr. Byrd's wording does not change anything. It is
unclear what Mr. Byrd means by "economical projections".

Ms. Dennis suggested adding the words "positive pedestrian and economic vitality for
downtown".

Mr. Campbell supported leaving the intersection as it is, and asked if the language allows
that option?

Staff said that was correct.

Pleasanton City Council 16 03/05/02
Minutes
