Ms. Dennis clarified that discussions at this meeting are only for the Specific Plan to
Bemal Avenue, not whether the train comes to Pleasanton outside the Specific Plan area.

Mr. Iserson said that was correct. The Specific Plan stops at Bernai Avenue and if there
is a desire to look at the train outside that area, it would be a separate project.

Ms. Ayala strongly wanted the train to come to Pleasanton; the question is where. She
did not support a downtown station. She felt a win/win decision would be to stop it north of
Bernal and she felt there would be support to bring it to Pleasanton. She served on the
downtown trail master plan committee and there was a lot of discussion about compatibility. It
was determined that trains and trails were not compatible. Downtown parks and green areas are
an important issue for her and she did believe the Lions Wayside and DeLucchi Parks could
become a reality with the train in that location.

It was moved by Ms. Ayala, seconded by Mr. Campbell, to accept the
recommendation to keep the train outside downtown Pleasanton.

Ms. Dennis said she has spent a lot of time on this issue speaking to various people and
riding the railway. People have a lot of passion about this. She felt there is no consensus to
bring the train into downtown. She acknowledged that it is possible things could change and
more information could be received, however, at this point, there is a Specific Plan the
community supports as far as amenities for downtown. We know people want trails and green
space. She respected the tenacity of the PLA. If the PDA wants to continue to work on the
concept, she invited them to do so. There are conflicts between trains and trails as cited by the
PUC. She felt the best thing was to have the trails and parks and then see if the community
wants to reconsider the train in the future. At this point, considering all the work and hours spent
on the Specific Plan and this issue, she wanted to respect those efforts and supported the motion.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

(2F) Rose Avenue extension

It was moved by Mr. Campbell, seconded by Ms. Ayala, to approve the
recommendation for Rose Avenue to continue to be shown on the General Plan as extended
to Valley Avenue.

The roll call vote was as follows:
AYES: Councilmembers Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

Pleasanton City Council 15 03/05/02
Minutes
