It was moved by Ms. Dennis, seconded by Ms. Ayala, to adopt Resolution No. 02- <br />010, approving the negative declaration for the application, and to introduce Ordinance <br />No. 1849, to be read by title only and waiving further reading thereof, approving the <br />application for a major modification to an approved Planned Unit Development for: (1) <br />rezoning of a 4.8-acre parcel located at 3574 Vineyard avenue from PUD-MDR/P (Planned <br />Unit Development-Medium Density Residential/Public and Institutional) District to PUD-P <br />(Planned Unit Development-Public and Institutional); and (2) development plan approval <br />for a private park on the southern 1.97 acres for church-related events. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Review and Comment on the Bernal Property. "Preliminary Land Use Plan" prepared by <br />the Bernal Property Task Force.. (SR 02:023) <br /> <br /> Wayne Rasmussen introduced Jennifer Hosterman, Chair of the Bernal Property Task <br />Force. Ms. Hosterman acknowledged the members of both the Community Park Task Force and <br />the Bemal Property Task Force and related the process that has been followed to date. <br /> <br /> John Willbanks, RRM Design Group, presented a PowerPoint program describing the <br />proposed Preliminary Land Use Plan. <br /> <br /> Ms. Ayala asked how many acres of open space are reserved for the Zone 7 flood control <br />area including the retention basins? <br /> <br /> After discussion and description of various areas, it was determined there is about 155 <br />acres of open space preserved for flood control and other purposes. Mr. Rasmussen further <br />explained that along the arroyo there are 35 acres, the detention ponds are 6 acres each, the knoll <br />area is 18 acres, the wetlands area is 6 acres and there is some acreage in various areas along the <br />channels. Also there are about 8 acres along 1-680. <br /> <br /> Ms. Michelotti asked about public access to the areas along the berms. <br /> <br /> Mr. Rasmussen indicated that has not been decided yet, but there is an assumption that <br />there will be a major trail system throughout the plan area and probably trails along the berms. <br /> <br /> Mayor Pico asked about the area on the east side of the railroad undercrossing of the <br />Valley Avenue extension and what restrictions there were on that property. The west side shows <br />a restricted area for grading, but not on the east side in the habitat area.
