Mr. Willbanks explained that the gray area had been shown to preclude the idea that the <br />area could be used for anything but grading. The habitat area on the west side can only be used <br />for habitat, so it was not deemed necessary to show the grading on the west side. <br /> <br /> Ms. McKeehan indicated the school property would not be affected at all by the <br />undercrossing grading. <br /> <br /> Mayor Pico thought that if it is necessary to move Valley Avenue farther south, then that <br />needs to be discussed now. <br /> <br /> Phil Gmbstick indicated the plans for the undercrossing do not affect the school property. <br />The side slopes are all within City-owned property. <br /> <br /> Ms. Ayala asked when the undercrossing would be constructed? That is the route <br />children will use to get to the schools and she wanted it in as soon as possible. <br /> <br /> Mr. Grubstick said staff is waiting for Public Utilities Commission approval of the <br />undercrossing. Most likely it will be two years from now. <br /> <br /> Mayor Pico asked if the area along the arroyo, which is preserved for flood control <br />purposes, was to be park like with trails similar to Lithia Park in Ashland, Oregon? <br /> <br />Mr. Grubstick said the intention is to have trails along the arroyo. <br /> <br />Ms. Michelotti asked what happens if the arroyo is widened by Zone 7? <br /> <br /> Mayor Pico was confident any flood control measures would be sensitive to the riparian <br />corridor. <br /> <br /> Mayor Pico referred to the affordable housing shown on the preliminary plan. In prior <br />discussions, there was a desire to spread that throughout the community. Is the proposal to <br />cluster the affordable housing in the area shown? <br /> <br /> Mr. Rasmussen explained that the Greenbriar and KB Homes affordable units are spread <br />out on both sides of the freeway. There is not a lot of area left on which to disburse affordable <br />units. It was determined that senior housing would be better on the east side of the freeway since <br />it is closer to services and transportation. <br /> <br /> Ms. Ayala clarified that the Greenbriar and KB Homes units were inclusionary and the <br />proposal for the public land is more of a "project". <br /> <br /> Mr. Rasmussen said that was accurate. There is discussion of a five-acre senior housing <br />complex and ten acres for general affordable housing. <br /> <br /> Ms. Michelotti said Ridge View Commons is a senior complex and the Promenade is a <br />mix of market and affordable units. <br /> <br />Pleasanton City Council 10 01 / 15/02 <br />Minutes <br /> <br /> <br />
