Residential/Public and Institutional) District to PUD-P (Planned Unit <br />Development - Public and Institutional); and (2) development plan approval for a private <br />park on the southern 1.97 acres for church-related events. (SR 02:006) <br /> <br />Also consider the negative declaration prepared for the project. <br /> <br />Brian Swirl presented the staffreport. <br /> <br /> Ms. Michelotti asked if the General Plan designation of medium density residential is <br />deleted if this application is approved and can that be reversed in the future to build housing on <br />the site? <br /> <br /> Mr. Swift said there are two steps to the process. One is the General Plan and the other is <br />the PUD zoning. The General Plan for the entire church property is medium density residential <br />and there is no proposal to modify that. A church is an allowed use under the General Plan <br />medium density residential designation. The PUD, however, is specific to park and church use, <br />so to reinstitute a residential use would require another PUD modification. <br /> <br /> Ted Sutton, 10 Margaret Lane, Danville, landscape architect for the church, indicated the <br />church had gone to great length to satisfy the concerns of the neighborhood. The proposed park <br />will have quiet uses only. It is not level so it will not have any kind of sports activity. <br /> <br />Mayor Pico asked about size of the pavilion area and its proposed uses. <br /> <br /> Mr. Sutton said it is 30 x 60 feet and will be used for classroom activities and picnics. It <br />is behind an eight foot concrete soundwall and is about twenty feet from any residence. <br /> <br />Mayor Pico declared the public hearing open. <br /> <br /> Howard Neely, 448 Amador Court, indicated that years ago he had attended the meeting <br />when the LDS Church first applied for approval. There were many who did not want a church in <br />the neighborhood. He supported it then. His concern now was that a site for six affordable <br />housing units was being lost with the current application.
