Mayor Pict declared the public hearing open. <br /> <br /> Michael Walsh, Bay Area Self-Storage, responded to some of the questions that had been <br />raised. Regarding the Iron Horse Trail, he said staff had requested it to be concrete along his <br />project and he pointed out its location on the drawing of the project. He pointed out that a 100 <br />foot right of way will be dedicated to the City for future improvements to Boulder Street to the <br />Kiewit property and on to Busch Road. The project is designed so that the access is a driveway <br />at this time, but would be converted to a public street when needed. The project was designed <br />with a railroad theme and the towers represent typical signal towers. He described the <br />landscaping and other architectural features. New trees will be planted to replace any that are <br />removed. He said there is a low concrete wall at the entrance which is proposed to have a sign <br />and there is a round architectural feature on the building and towers that will include a logo. He <br />urged Council to approve the project. <br /> <br />There being no further speakers, the public heating was closed. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. 02- <br />008, approving the negative declaration for the project, to introduce Ordinance No. 1848, <br />to be read by title only and waiving further reading thereof, approving the application for <br />PUD zoning and development plan approval to allow the construction of an approximately <br />139,928 sq. ft. self-storage facility, including a 2,700 sq. ft. manager's apartment/office <br />space, on a 6.89 acre portion of an 8.46 acre site located at 3100 Valley Avenue on the <br />northwest quadrant Valley Avenue and the Union Pacific Railroad right-of-way; and to <br />adopt Resolution No. 02-009, approving a reduction in the lower income housing fee. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, and Michelotti <br />NOES: Mayor Pict <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti indicated she has seen many kinds of storage facilities and this is a very <br />nicely designed project for this site. She said the photo montages helped to see exactly how <br />things would look after construction. <br /> <br /> Mayor Pict did not support the application because he felt it was premature. He wanted <br />an analysis of the East Side land use patterns. Other uses on this site could better serve the <br />realignment of Boulder into Busch and possible developments on other properties. This is a <br />gateway into Pleasanton and there is already one storage unit on that comer. He felt there were <br />other potential uses that would be more appropriate for this key comer, especially in conjunction <br />with the development of the Kiewit property, which he felt would come forward soon. He did <br />not want to approve this area on a piecemeal basis. <br /> <br /> Ms. Ayala also supported an East Side study.
