(SR 02:004) Adopted Resolution No. 02-004, approving the application for grant funds for the Riparian and Riverine Habitat Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 for the restoration of degraded creeks on the Bemal Property project; and adopted Resolution No. 02-005, approving the application for grant funds for the Riparian and Riverine Habitat Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 for the Happy Valley Golf Course and Open Space Project. MEETING OPEN TO THE PUBLIC Ayn Wieskamp of the East Bay Regional Park District presented a review of Measure K, a parcel tax to fund environmental maintenance, public safety, resource protection/restoration, and public access, which is on the March 5, 2002 ballot. She briefly reviewed some of the proposed projects and indicated more information is available on the District's website. She asked Council for its support of the measure. Jerry Thorne, 5144 Hummingbird Road, Parks and Recreation Commissioner and Chairperson of the Bemal Property Community Park Task Force, related the history of the Task Force and an update on the work done to date. The location of the 50-acre park was determined in order to have the least impacts by the lighted sports fields. He indicated the work of the Task Force is basically finished and will be submitted to the Parks and Recreation Commission on April 11, 2002, at 7:00 p.m., in the City Council Chambers.
