There was discussion about how the bonus points are assigned and how the selection <br />process operates. <br /> <br /> Mayor Pico asked if it were possible that anyone below the second rank of preferences <br />would be included. <br /> <br />Mr. Bocian said because of the number of people on the interest list, it was unlikely. <br /> <br /> Mr. Campbell referred to an incident in a previous affordable home allocation when he <br />understood the buyer apparently circumvented the requirements for qualification. He wanted to <br />make certain that did not happen again. <br /> <br /> Mr. Bocian indicated staff does everything it can to make certain applicants adhere to all <br />the regulations and explained some of the procedures followed to check information. He then <br />proceeded with the staff report and the Housing Commission recommended amendments to <br />allow a bonus point for those currently residing in subsidized housing and to view a permanently <br />disabled person as being employed. He described the second mortgage program. <br /> <br />Ms. Michelotti asked if applicants would be able to receive girls and still qualify? <br /> <br /> Mr. Bocian said the girls would be regulated by the mortgage companies, but the City <br />does not care about girls for its second mortgage program. <br /> <br /> Ms. Dennis believed that people already in subsidized housing have had some benefit and <br />did not agree with giving them a bonus point. <br /> <br /> Mr. Campbell inquired about the definition of a disabled person. He asked if the <br />definition was clear enough? <br /> <br /> Mr. Bocian indicated staffwas comfortable with the regulations. He indicated Housing <br />Commissioner Kurt Weist has been on the Alameda County Housing Authority and has valuable <br />information and experience. <br /> <br /> Mr. Bocian presented the last part of the staff report regarding awarding the contract for <br />marketing and selling the affordable homes. <br /> <br />Mayor Pico invited public testimony. <br /> <br /> JeffRenholts, 7489 Aster Court, asked if assets were being considered as income? If that <br />person came into additional funds through inheritance or something else, would they be required <br />to move out because they no longer meet the affordability requirements? He also clarified that <br />the units were to be affordable in perpetuity. <br /> <br /> Mr. Bocian said the assets are only considered at the time the person qualifies for the <br />unit.
