Ms. Ayala asked about the financing of the project. <br /> <br /> Mr. Grubstick said DeSilva Gates is responsible for the Laguna Oaks portion of the costs <br />and there is an agreement with Greenbriar for the remaining costs. <br /> <br /> Mayor Pico did not believe there was a problem with the funding for this project. <br /> Mayor Pico declared the public heating open. <br /> <br /> There being no speakers, the public heating was closed. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Campbell, to adopt Resolution No. <br />02-011, approving a Mitigated Negative Declaration for the construction of the Bernal <br />Avenue Bridge improvements at the Arroyo de la Lagnna and approving the modifications <br />to the bridge design incorporating a pedestrian walkway cantilevered from the northern <br />edge of the existing bridge. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTA1N: None <br /> <br />Item 6e <br />Review of Preference Criteria, Eligibili~. Standards and awarding of a contract to <br />Affordable Housing Marketing & Sales to market the 56 affordable ownership homes on <br />the Bernal ProperW.. (SR 02:013) <br /> <br />Steven Bocian presented the staff report. <br /> <br /> Ms. Michelotti asked about lower income single persons. Do they have to have a much <br />larger down payment? <br /> <br /> Mr. Bocian said that was correct. There is also a second mortgage program. He <br />acknowledged that it may be more difficult for single people to qualify for a mortgage. <br />However, the more people in a household the easier it is to qualify and the more people are being <br />served. <br /> <br /> Ms. Ayala referred to the chart listing maximum salaries to qualify for affordable housing <br />and noted that the one person household can only make $40,000.
