community and there are few places left for them. He also hoped to have a 3-5 acre lake with a
path around it. It did not have to be very deep. He wanted a perimeter park around the western
side. He said he had two concerns. One was the school site. He did not believe the District
needed to preserve two 40-acre sites. The District has a history of getting a site and later selling
it. His second concern is that no land is preserved for a cemetery. If the school site is removed,
he felt a profitable cemetery could be established. The biggest quandary is how to present this to
the voters. He felt a task force was necessary to decide on that.

Mayor Pico indicated Mr. Neely had served for many years on the Parks and Recreation
Commission and commended and thanked him for his service.

Paulette Campus Portela, 1630 Holly Circle, indicated she supported the seniors and
affordable housing. She represented the St. Vincent DePaul Society of St. Augustine's Church.
She related the work done by this organization.

Mike Berdgan, 7908 Fair Oaks Court, Executive Director of the YMCA, referred to the
proposal for a "private youth club". He explained that the YMCA serves everyone who lives in
the City, whether it is seniors, kids or adults. It also provides meeting rooms for all ages, and
child care facilities. One of the criteria used for the proposed land uses was to get the "most
bang for the acre". He felt the YMCA would serve thousands of people on a regular basis.

Patricia Belding, 7703 Highland Oaks Drive, complimented the Task Force for all its
work over the past months. She believed the Task Force listened to those giving their input and
there was a good representation fi.om the community. She wanted to speak in support of
affordable housing. The preliminary discussion was that the affordable housing would be like
the Promenade development. It would be a mixed income development and not a housing
project of all low income families. However that reduces the number of low income people that
would be served. She felt that was a good policy that created a social mix that is good for the
community. With senior housing, the income is basically the same. At the last town meeting,
there were many people who spoke in support of affordable housing. Finally, she believed there
are many land uses on the preliminary plan that will have to be "banked" for the time being. We
should choose what the community wants and then set it aside until funding can be found. That
will be true of the affordable housing and many other things. She believed using City land for
affordable housing would make it much less expensive and this is one of the few sites left for
that.

Mayor Pico asked her opinion regarding the location of senior housing.

Ms. Belding said senior housing on the west side of the freeway would not work because
it was too far fi.om transportation and other facilities. She believed the Planning Department and
others would know best where the housing should be placed.

Marilyn Kane, 401 Oak Lane, strongly supported walking paths with benches and a
circular route. She presented photographs and a description of Lithia Park in Ashland, Oregon
and indicated this would be a wonderful model for Pleasanton. She indicated she had circulated

Pleasanton City Council 14 01 / 15/02
Minutes
