Mr. Rasmussen believed that included lake and swimming opportunities. It was not to
include water slides or amusement park-type attractions. A water park is not one of the top 20
uses proposed in the preliminary plan.

Mr. Campbell asked about the park and ride location. He asked why it is needed and if it
is needed, why would it be located near 1-680 and not near public transportation like the train
station.

Mr. Rasmussen indicated it has been shown on the General Plan for some time. It is in
that location because it is convenient to the interchange.

Mayor Pico asked if there were a park and ride lot on the other side of the freeway in the
Laguna Oaks area?

Mr. Rasmussen said there was not.

Mr. Campbell questioned the use of public land for religious facilities because of the
separation of church and state. Does this plan propose to sell land to a church? What was the
intent of the Task Force?

Mr. Rasmussen said that the land would not be sold, but rather leased. There was no plan
yet on how to select a religious organization.

Mr. Roush indicated the fundamental question is whether this is a use that Council wants
and the second question is how to dispose of the property and to whom.

Mr. Campbell did not support using public land for a church.

Mayor Pico suggested that Councilmembers refer to the top 20 uses and indicate whether
they supported various uses.

Ms. Michelotti said a big part of the consideration is how to pay for the facilities to be
built if the City retains ownership of the land.

There was a break at 9:19 p.m.

The meeting reconvened at 9:25 p.m.

Mayor Pico invited public comments on this matter.

Howard Neely, 448 Amador Court, expressed his concerns for affordable housing in
Pleasanton. He wanted to have three 5-acre parcels preserved for future use for affordable
housing, whether it is five or twenty years from now. He strongly believed that in any
development proposed there should be a place for churches. In the last few years, development
proposals have had no place for churches or other services. Churches are a part of the

Pleasanton City Council 13 01 / 15/02
Minutes
