how long will it be before it makes a determination of whether it will use the site? In the event it
does not use the site, will it become available for any other educational facilities?

Mr. Rasmussen said the Task Force has a strong desire for the City to retain ownership of
all of the public land. A traffic analysis and fiscal analysis will be conducted in this process to
see what the impacts are.

Ms. Dennis indicated the School District has control of the design of any facility on that
property, not the City. She felt the City needed to have a clearer definition of education
facilities. Does that mean it is preserved for the School District and if the District does not want
the property, then it can he used for something else.

Mr. Rasmussen indicated the definition in the staff report stated it was land reserved for
public school facilities to be replanned if not specifically approved by the School District for use
as a school within ten years. The current intent of the recommendation is not for the land to be
used as a trade school or technical school. A private school could not be located there.

Mayor Pico asked if the School District was still interested in the property. He has heard
recent comments that the District may no longer be interested in these facility kinds of projects.
In conjunction with the pending application for the Busch property and its potential school site,
is it really necessary to continue to plan the Bernal property for a public school facility? As he
saw the way the public land is being chopped up, he was very concerned about how it will look,
especially if there is a high school facility with a very large structure. That would have a visual
impact on the neighbors, especially if there are lighted fields. He wanted the Task Force to get a
clearer answer from the School District as to its intentions. He personally preferred to preserve a
site on the Busch or Kalser/Hansen properties for a school site and leave the Bemal property
open for future public planning or open space. If there are hopes of the community approving a
plan for this project, he believed there should be more open space and a preservation of the
visual corridor from Bernal. He did not want to add more housing units to this property and was
also concerned about senior housing that was away from services, shopping and the senior
center. He felt that if the plan goes to a vote with the unresolved use of the school site, that it
would not get the support of the community.

Ms. Michelotti felt that the views along Bemal have always been important. At one time,
the idea was to have open space all along Bernal Avenue in order to see the views of the hills.
Her concern about having the land designated for a school is where the buildings would be on
the site. Unless the building is located close to Valley Avenue, the view shed will be impacted
both from Bernal Avenue and from 1-680. She had envisioned looking across a golf course at
one time.

Ms. Ayala indicated she understood that the School District had signed a contract with
Ponderosa Homes for a 20-acre site next to the Hansen property contingent upon approval of a
development plan by June 2002. She was surprised by inclusion of a deadline. She believed a
joint meeting between the City Council and School Board needed to happen fairly soon.

Mr. Campbell asked for a definition of a water park.

Pleasanton City Council 12 01 / 15/02
Minutes
