Mr. Rasmussen said that if you want a mix of market and affordable units, it would be
necessary to increase the total number of units. The issue is the desire for affordable units, but
not raising the total number of units to an unacceptable level. That tends to compress the
affordable units to a limited area.

Mayor Pico indicated that when the plans for Greenbriar had come forward, it was
proposed that the fire station would be on Valley Avenue and he noted the current proposal
shows it to be moved to Bernal Avenue. He asked why that happened. He felt the sentiment had
been to preserve as much open space along Bemal as possible. He was surprised to see
significant structures on Bemal.

Mr. Rasmussen said studies had been done by the Fire Chief and that indicated there were
significant problems with turning maneuvers from the Valley Avenue location. The Bernal
location was better and with the available acreage, the station could be set back a substantial
distance from Bernal Avenue. Zone 7 is also looking for a well site in the same area and the
combination of those two uses could allow an open view on Bernal.

Ms. Ayala asked if the well structure would be similar to the one at Santa Rita and
Stoneridge. She felt that was too big.

Ms. McKeehan indicated those are details that would be decided at a later date.

Ms. Michelotti asked if there was a connection from Pleasanton Avenue to the
community park or the train station?

Mr. Rasmussen said there was not. There would be a signalized driveway entry into the
train station.

Ms. Michelotti summarized that there is no additional road along the park going south, so
if the train station is moved farther south, then there would have to be some kind of access.

Ms. Dennis was also interested in that issue. The arts supporters wanted to be closer to
Bernal Avenue, so if the train station must be moved, what are the constraints that would have to
be addressed?

Mr. Rasmussen said the only location the station could move to would be where the
agricultural club/community garden/teen facilities were proposed. There is also the issue of
having to realign the channel and meeting environmental agency requirements. In moving the
train station, it would route all the commuters through the plan site, from Bemal down Valley
Avenue; whereas if it stays where it is currently proposed, the access would be directly off
Berual at a signal.

Ms. Dennis asked if the land reserved for educational facilities is available for the School
District only or is it available for educational facilities in general. Will the City of Pleasanton
retain title to the land if the School District develops it? If the School District owns the land,

Pleasanton City Council 11 01/15/02
Minutes
