Mr. Iserson said that was possible.

Ms. Ayala said she had been told that it didn't matter if the train came downtown or not
and that there would still be the same number of parking spaces. Is that true?

Mr. Iserson responded that parking could be placed in the Corridor along with a train.
The problem is the parking would not be available on the days when the train would be using the
Corridor.

Ms. Ayala referred to State funds that were borrowed by the County to buy the Corridor.
The County must now repay the loan because it did not install a train corridor. Does that mean
the City can buy the land from the County, so it can pay back the State, and how much did it pay
for it?

Mr. Iserson did not know the price, but that was several years ago. The County bought
the Corridor with the idea of putting in a regional transportation system of some sort to get
people from Pleasanton to the South Bay Area. That never came to fruition and instead we now
have the ACE Train. The County believes that satisfies its plan for a regional transportation
corridor in the City of Pleasanton and there is not longer a need for the other corridor.

Ms. Ayala referred to the recommendation for a City office building on Main Street and
asked staff the status of the project. She was hoping that would solve the issues regarding the
southern entrance to downtown.

Ms. McKeehan indicated only the site plan was being formulated. The process has not
reached building design yet. The area encompassed is from 157 Main Street to the property
across the street from the Library. The architect is taking the recommendations from the
Downtown Specific Plan Committee into consideration as well.

Ms. Dennis inquired about the conflicting recommendations for 325 Ray Street. She
asked if a dual designation can be applied to the site, so the property owner and neighbors can
continue to work on a proposal that would benefit all.

Mr. Iserson said that was possible.

There was a break at 9:05 p.m.

The meeting reconvened at 9:15 p.m.

Pamela Hardy Alpert, Chair of the Downtown Specific Plan Committee, said there have
been over 100 meetings at which community input was received. There has been a substantial
analysis of all the information. There are six points that still need resolution. The Committee
recommends that 325 Ray Street be designated as high density residential and felt that was
compatible with the surrounding neighborhood. With respect to the gateway options, the
Committee initially supported realignment of Main Street and a gateway element, however,

Pleasanton City Council 7 02/05/02
Minutes
