Ms. McKeehan said Council could have reviewed the Parks Plan before the Specific Plan <br />or vice versa. At some point, it would still have been necessary to work out the differences <br />between the two Plans. It was decided to deal with the larger part before the smaller piece. <br /> <br /> Mr. Wolfe indicated whatever decisions are made as part of the Specific Plan would be <br />reviewed by the Commission with regard to any changes of the smaller plan and modifications <br />made. Alternatively, the Commission may say it recommends the Parks and Trails Plan as <br />initially adopted. He felt the Commission was comfortable that its interests are clearly stated in <br />the staff report before Council and their points of concern have been raised, such as the land <br />designation for the Veterans' Hall and the Museum. The Commission did want it to appear that <br />at some point the land use would change and those facilities would go away. With regard to the <br />bandstand, the Commission said it would review the Specific Plan recommendations. <br /> <br />Ms. Ayala said an important part of the Vervais area was access to the Arroyo del Valle. <br /> <br /> Mr. Wolfe described the plan for the Vervais park area. There was some discussion <br />about having the trail extend to the east, but there is a problem with the steepness of the bank and <br />easement acquisitions. <br /> <br /> Ms. Ayala felt an important part of the arroyo access was for use by the science teachers. <br />It would also make people more aware when the water level goes down. <br /> <br /> Mr. Wolfe said when Council addresses the Trails Master Plan it will also review this <br />area. The trail section from Main Street to Harvest Park Circle has been washed out. That is one <br />of the sections the Commission is recommending as a priority project. That will increase public <br />access to the area. <br /> <br />Mr. Campbell asked for a better description of the mini-plaza concept. <br /> <br /> Mr. Iserson said the committee had in mind something like the public plaza in front of Hi <br />Tech Burrito on Main Street. That is a paved area with planters and tables. <br /> <br />Mr. Campbell then asked about the concept for kiosks. <br /> <br /> Mr. Iserson said the idea was to provide a place for people to post signs for special events <br />downtown or community wide. <br /> <br />Mr. Campbell asked about the proposal for shuttles to downtown. <br /> <br /> Mr. Iserson said that was intended to bring employees from the business parks <br />downtown, thereby reducing the traffic and parking problems.
