approved, does that mean the Parks and Trails Master Plan is approved and that no changes can <br />be made to that plan? <br /> <br /> Mr. Iserson indicated the recommendation is to adopt the policies in the Specific Plan, <br />but the trails plan is not actually a part of the Specific Plan. Council will review the Parks and <br />Trails Master Plan and can work out any issues at that time. This approval would merely be <br />approval of the concept. Changes can still be made to the Parks and Trails Master Plan. <br /> <br /> Ms. Ayala referred to the extension of Railroad Avenue and said she thought there was <br />discussion to expand the park area. <br /> <br /> Mr. Iserson said the extension of Railroad Avenue would not affect the Specific Plan or <br />the Parks and Trails Master Plan that deals with that one block of street extension. <br /> <br /> Ms. Ayala said there was discussion that when the Railroad Avenue fire station was <br />converted to another use, that there was the possibility of extending the park to the parking lot at <br />Domus, thereby connecting Main Street to the park area. <br /> <br /> Mr. Wolfe said that is still in the plan, although there would still be traffic on Railroad <br />Avenue to Spring Street. <br /> <br /> Ms. Ayala believed this process was backwards and Council should be reviewing the <br />Parks and Trails Master Plan first. <br /> <br /> Mr. Wolfe said the Parks and Trails Plan was in process at the time Council decided to do <br />the Downtown Specific Plan. The direction to the Parks and Recreation Commission and the <br />Downtown Task Force was to do its initial work and present its findings to the Downtown <br />Specific Plan committee as part of this process. Whatever is recommended by the Specific Plan <br />committee would go to the Parks and Recreation Commission and the Committee/Commission <br />would merge the two recommendations for Council's final review. One of the differences that <br />arose was the placement of the bandstand in the park. That will come back to Council for a <br />decision. <br /> <br /> Ms. Ayala asked if a decision is made to extend Railroad Avenue, there can still be some <br />way of joining Main Street with the parks on First Street? <br /> <br /> Mr. Wolfe said that was possible. Some modifications may be necessary. Even though <br />there may be traffic on Railroad, the park can still be extended farther north. <br /> <br /> Ms. Ayala asked what size the proposed small parks would be. She wanted to see more <br />grass downtown with possibly a fountain. <br /> <br /> Mr. Wolfe did not know the exact size although it is still possible to have the downtown <br />square concept. He said part of that could be included in the northern end of downtown at the <br />Vervais area. There is green space and a water element in that location.
