Lee Flanagin, 4173 Graham Street, spoke in opposition to the proposed day care center at <br />Alisal Elementary School. He believed it will bring 100 additional trips into the neighborhood <br />and that may cause the City to open the end of Kolln Street. He said the Jensen Tract is already <br />impacted by three trip generators; the elementary school, the high school, and the post office. He <br />believed opening Kolln Street would be a safety hazard to parents and children who use that area <br />to get to the school daily. He said he would have petitions to present to the City and the School <br />Board. <br /> <br /> Joe Devane, Jr, 7080 Donlon Way, Suite 122, attorney for Phil Ciesielski, objected to <br />Item 6b being continued without a reason being given. He believed Council will be receiving <br />documents from Mr. Chestnut and Mr. Wagner and wanted to make certain he was given time to <br />respond to those documents. <br /> <br /> Mayor Pico said he was asked by the attorneys for Mr. Chestnut and Mr. Wagner to <br />continue the item so they could attend the meeting and to clarify some information. The same <br />courtesy would have been extended to Mr. Ciesielski if he had requested a continuance. He <br />clarified that a Councilmember can continue and item to the next meeting, but it cannot be <br />continued again. So this item will be heard on Febmary 19,2002. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Review of the Draft Downtown Specific Plan, related General Plan Amendments, and Final <br />Environmental Impact Report for the Specific Plan Pro,iect <br />(SR 02:030) <br /> <br /> Mayor Pico and Ms. Michelotti both own property in the downtown area. State law <br />requires that they abstain from this item and both lei~ the dais. <br /> <br /> Ms. Ayala asked for clarification on the necessary votes to take action on this matter. <br /> <br /> Mr. Roush indicated that state law requires three affirmative votes in order to pass the <br />Specific Plan. Adoption ora General Plan takes a majority vote of the total membership of the <br />board and laws regarding specific plans provide that adoption ora specific plan is done in the <br />same way as a general plan adoption. <br /> <br /> Wayne Rasmussen described the public review process, the environmental review, and <br />the approval process for this meeting. <br /> <br /> Jerry Iserson presented the staff report. <br /> <br /> Ms. Ayala referred to the parks and trails master plan that is part of this Specific Plan <br />recommendation.
