Item 6b <br />Purchase and Sale Agreement concerning Ci~. surplus proper .ty on Stanley Boulevard. <br />(SR 02:026) <br /> <br />This item was continued to the meeting of February 19, 2002. <br /> <br />Item 6c <br />Consideration of a Request to Join with the City of Livermore and the County of Alameda <br />in f'mancing the purchase and rehabilitation of the Family Crisis Shelter in Livermore. <br /> <br />(SR 02:036) <br /> <br /> James W. Wolfe presented the staff report. <br /> <br /> Ms. Michelotti asked for clarification on who is actually purchasing the property. <br /> <br /> Mr. Wolfe said Allied Housing is purchasing the property and will rehabilitate it on <br />behalf of the Tri-Valley Haven, as the potential operator. The Haven will be listed as the owner <br />of the property, however should it decide that it can no longer operate the facility, then the <br />property will revert to the four public agencies of Pleasanton, Livermore, Dublin and Alameda <br />County. <br /> <br /> Ms. Ayala asked how that would be allocated. <br /> <br /> Mr. Wolfe said it would be based on the percentage of contribution of each entity. <br /> <br /> Ms. Ayala asked if the Dublin contribution was $5,600 per year? <br /> <br /> Mr. Wolfe said yes. <br /> <br /> Ms. Ayala felt the agencies were in effect re-buying the house. The funds to purchase <br />this house originally were taxpayer dollars. <br /> <br /> Ms. McKeehan said there was an amount of money from Livermore, but the rest came <br />from church contributions. It would have been better if there had been restrictions on the <br />original purchase so that the house could not be sold. The agencies are now being asked if they <br />are interested in trying to save this facility. Staff is recommending that happens, because finding <br />another facility like this in the area would be almost impossible to do. <br /> <br /> Ms. Ayala said she visited the house and it is livable as is. <br /> <br /> Mr. Wolfe said the reason for the number of recommended improvements is to make it <br />more efficient to operate: such as insulation, double-paned windows, heating/AC improvements, <br />energy efficient refrigerator, etc. Those things would bring down the operating costs.
