Ms. Ayala pointed out that there is another item on the agenda that must be addressed due
to time considerations. She did not think it appropriate to be making decisions on the Specific
Plan at 11:30 p.m. She did not want to accept the Plan as written and felt more discussion
among Council was necessary. She did not think the matter could be resolved in fifteen to thirty
minutes.

Mr. Campbell asked if public comment would be reopened the next time the item was
heard.'?

Mr. Roush indicated that according to the Brown Act, when an item is on an agenda, the
public has the right to be heard on it. However, that conflicts with the fact that Council has just
had almost three hours of public testimony and basically is continuing the item for a decision.
He felt Council should allow people to comment at the next agenda item, whenever it may be, if
there is something that has not been said already.

Ms. McKeehan said staff would review the next few agendas and make whatever
adjustments necessary to see that this item is heard soon.

Mr. Campbell agreed it was too late to make a decision on the Specific Plan.

Ms. Ayala felt there may be people who watched the meeting on television, who may
have other ideas to share. This is the heart of the City and if it takes two meetings to make a
decision, then that is what is necessary.

It was moved by Ms Ayala, seconded by Mr. Campbell, to continue this item to
another meeting.

The roll call vote was as follows:
AYES: Councilmembers Ayala, Campbell, and Vice Mayor Dennis
NOES: None
ABSENT: None
ABSTAIN: Councilmember Michelotti and Mayor Pico

It was moved by Mayor Pico, seconded by Ms. Ayala, to continue Item 6d, the Tri-
Valley Business Council request for funding.

The roll call vote was as follows:
AYES: Councilmember Ayala and Mayor Pico
NOES: Councilmembers Campbell, Dennis, and Michelotti
ABSENT: None
ABSTAIN: None

Pleasanton City Council 21
Minutes

02/05/02
