Ms. Ayala referred to Ms. Dennis' comments about the Housing Element and asked if she was <br />trying to meet the ABAG requirements. <br /> <br /> Ms. Dennis said the staff report referred to the allocated share within the City's own <br />General Plan and the timing issues. The major issue to address was our own ordinance. She just <br />wanted to make certain them were no other things that needed to be addressed, particularly with <br />regard to infrastructure constraints. <br /> <br /> Ms. Ayala asked if the City really has to meet the ABAG requirements, has staff <br />analyzed the infrastructure required for that? If we go by our inclusionary ordinance, which <br />requires a certain number of affordable units plus the infrastructure to support it, we would not <br />have adequate infrastructure. <br /> <br /> Mr. Swift said staff reviews infrastructure every time it reviews a project. The whole <br />structure of the approval process is to approve projects only if they meet all infrastructure and <br />service requirements. If a park is needed in a particular development, staff requires the <br />developer to build the park or not to build the houses. The same kind of link is made for major <br />streets. With the Ponderosa project, there will be major infrastructure requirements in <br />conjunction with the project in order to allow it to build out and to have minimum impact on its <br />surrounding environment. On the other hand, if there were a lot in Hacienda Business Park on <br />which to build high density housing, then the infrastructure is already there to accommodate the <br />project. So the infrastructure requirements depend on where the development occurs. <br /> <br />Mayor Pico declared the public hearing open. <br /> <br /> Pat Costanzo, 7901 Stoneridge, #504, asked Council to support his request for growth <br />management allocations. The economy has hit his company's business plan severely and these <br />modifications will help them to make a new business plan. <br /> <br />There being no other speakers, the public hearing was closed. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. <br />01-123, approving the growth management re-allocations and authorizing the City <br />Manager to sign amended Growth Management Agreements with Greenbriar Homes, <br />Centex Homes, and Delco Builders. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Pleasanton City Council 17 12/04/01 <br />Minutes <br /> <br /> <br />
