The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, and Vice Mayor Michelotti <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Mayor Pico <br /> <br />Item 6d <br />2001 Growth Management Report (SR 01:279) <br /> <br />Brian Swirl presented the staff report. <br /> <br /> Ms. Dennis referred to the revision of the Housing Element and the fact that the growth <br />management ordinance may have to be amended. <br /> <br /> Mr. Swift said that was correct. The ordinance allows a certain number of units per year <br />and if those numbers are increased, it requires an amendment to the ordinance. Council can <br />decrease the units by resolution. <br /> <br /> Ms. Dennis asked if any other actions are required, beyond modification of the ordinance, <br />to allow for more affordable units to be built to meet the ABAG requirements. <br /> <br /> Mr. Swirl said staff believes Council has done an excellent job of keep the infrastructure <br />on pace with local issues within its control. Obviously, regional freeways are not meeting the <br />standards, nor is air quality. However, the growth management report points out that a <br />residential development in Pleasanton has some benefits in terms of regional traffic and air <br />quality. The only other constraints would be the potential for additional school construction. <br />That is a function of where the new growth would come from. If it happens in the Vineyard <br />Corridor, then that is taken care off He pointed out Council has been reviewing the Ponderosa <br />project in workshops. Ponderosa would like to break ground in 2003 and with the full major <br />project allocation for 2003, Council will have to decrease the first-come/first-served allocation, <br />increase the major project allocation, or increase the total allocation to be able to accommodate <br />the Ponderosa project, which will include a large percentage of affordable housing. <br /> <br /> Ms. Dennis believed most of the projects on Table 3 appeared to be in the Vineyard <br />Corridor, so they would be taken care of as far as infrastructure. <br /> <br />Mr. Swift said there are also the small projects associated with the golf course. <br /> <br /> Ms. Dennis just wanted to make certain the infrastructure would accommodate the City's <br />General Plan. <br /> <br /> Ms. Ayala had the same concerns. She felt the infrastructure for the Vineyard Corridor <br />was missing and needed to be moved forward more quickly. She felt the PG&E plan would help <br />that. She also felt there was a safety issue in that area. She wanted to know how many accidents <br />have occurred on Vineyard Avenue since development has progressed in the Ruby Hill area. <br /> <br />Pleasanton City Council 16 12/04/01 <br />Minutes <br /> <br /> <br />
