Mr. Campbell suggested the Winters pay for two spaces and the City use other in-lieu <br />fees to pay for the costs of the shared lot in the area. <br /> <br /> Mr. Roush explained that in lieu fees collected so far are for improvements in specific <br />areas. <br /> <br /> Ms. Michelotti believed there was an impasse with regard to whether this was a remodel <br />or new construction. She asked if some compromise could be reached, such as allowing the <br />Winters to pay for two spaces and having the three on-site spaces used as public parking. <br /> <br /> Ms. Dennis felt this was a pretty small lot to say it was for public use. There are already <br />three businesses in 216 Spring Street with only three on-site spaces, which will probably be used <br />by the occupants of the building. She could support Option 2. <br /> <br /> It was moved by Ms. Michelotti, seconded by Mr. Campbell, to approve Option 2, <br />which calls for the payment of three in lieu parking spaces, but if there is mutual <br />agreement with the neighbors for shared parking, the Winters could be reimbursed. <br /> <br /> Mr. Roush clarified that if there was cooperation among the neighbors, then the entire lot <br />would become public. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, and Michelotti <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Mayor Pico <br /> <br /> Ms. McKeehan referred to prior comments about the improvements to Mayor Pico's <br />house and indicated he had gone out of his way to make certain that everything done on that <br />property complies with City regulations. From the City's standpoint, staffhas gone out of its <br />way to make certain that Mr. Pico is treated that same as any other citizen, either positively or <br />negatively. He has had some of the same issues that others have had at this meeting. <br /> <br />Ms. McKeehan introduced George Thomas, the new Chief Building Official. <br /> <br />Item 6c <br />Review of Community.
